City Council Regular Meeting— 0711(3/06 <br />Draft Minutes ' Page 35 <br />performed. <br />Staff and the applicant responded to the questions and comments <br />of �r. Hess as appropriate. <br />Mr. i�ancony advised that it was the applicant's intent to operate <br />this business, as their other entrepreneurial ventures, in a <br />professional manner; and hoped for its success to allow for <br />expansion to a wider market. <br />Mayor Klausing closed the Public Hearing at 11:06 p.m. <br />Kough moved, Klausing seconded, approval of an Off-Sale, <br />Intoxicating Liquor License for Rosevillc Properties, at 1955 W <br />County Road B-2. <br />Councilmember Ihlan spoke in opposition to the motion; citing <br />her rationale based on requirements of a licensed premise for <br />which to grant a license; policy concerns in tying up the final <br />liquor license; the perceived speculative nature of the request; <br />saturation of other liquor operations in that area and competitive <br />impacts on existing businesses. <br />Roll Call <br />Ayes: Pust; Kough and Klausing. <br />Nays: Maschka and Ihlan. <br />Mr. Rancony questioned whether this license application would <br />be subject to debate on an annual basis. <br />City Attorney Anderson advised that the Council would make <br />that determination annually, based on the applicant's behavior <br />and any further evidence that they were attempting to tie up the <br />final liquor license. <br />10. Consider Appointment of Interim City Manager <br />Maschka moved, Klausing seconded, appointment of Finance <br />Director Chris Miller, as Interim City Manager, effective July 21, <br />2006, at 4:30 p.m. CDT; with changes to his salary in accordance <br />with the additional responsibilities, at the pay level of the City <br />Manager, in consideration of his performing his duties as we�l as <br />Consider <br />Appointment of <br />Interim City <br />Manager <br />
