City Council Regular Meeting — 07/24/06 <br />DRAFT Minutes - Page 15 <br />Ayes: Maschka; Pust; Ihlan and Klausing. <br />Nays: None. <br />Ryan Avenue, Resident Concerns during Roselawn Avenue <br />Construction Project <br />Mayor Klausing sought Public Works Director Schwartz's <br />comments on vehicle speed and traffic-related issues related to <br />the impacts of the Roselawn Avenue construction project; and <br />previous meetings with neighborhoodresidents. <br />Mr. Schwartz advised that staff continued to monitor traffic <br />counts and to perform speed studies but that no significant <br />problems were found. Mr. Schwartz noted that, when a meeting <br />was scheduled with residents on site on May 24, 2006, only one <br />person showed up at the meeting, and written comments via �- <br />mail to staff was related to traffic volumes, with speeds <br />remaining unchanged and averaging 28 miles per hour. Mr. <br />Schwartz noted that, while resident concerns still appeared to be <br />evident, and a notice was sent again for an on-site meeting, with <br />22 residents in attendance, their general concerns and outcomes <br />were requesting more of a police presence in that area to monitor <br />speeds, with mixed input and comment. Staff noted that the <br />Roselawn project was nearing substantial completion, and that <br />would ultimately alter the traffic and reduce traffic cancerns. <br />Staff advised they would continue to monitor the area; that the <br />Police Department would be placing the speed trailer out in a <br />few days to further monitor speeds in the area. <br />Discussion ensued regarding installation of speed humps, their <br />practicality and usefulness; types of traffic calming and <br />management techniques; establishment of parameters and <br />thresholds; and state standards. <br />It was Council consensus for staff to continue monitoring the <br />situation, and advise the Council of their observations and <br />recommendations, once the Ros�lawn project was completed. <br />Ryan Avenue, <br />Resident Concerns <br />during Itoselawn <br />Construction <br />Project <br />9.
