City Council Regular Meeting— 07/24/06
DRAFT Minutes ' Page 25
noting the substantial cost savings and Mr. Miller's capability for
doing the job. Councilrnernber Maschka supported a six month
review period as Chris served in an Interim capacity prior to
permanent appointment.
Councilmember Pust thanked staff for their useful information;
and while supporting Mr. Miller in the City Manager position,
she supported providing the community with evidence that the
best candidate was found for the job f`rom a more extensive
search, even if the end results were the same. Councilmember
Pust opined that she strongly disagreed with waiting to proceed
with the process until after elections; and that good government
was keeping the day-to-day operations flowing and that was an
expectation of the citizens of Roseville. Councilmember Pust
further opined that she didn't see any need to pay a national
search firm; but supported a cost-effective approach, as outlined
in Option 2.
Councilmember Ihlan thanked staff for the information provided;
opining that she was not ready to rule out other options; but was
willing to have staff conduct a national search if that were the
option chosen.
Discussion included what was included in the $12,000 proj ected
budget (i.e., advertising, national search including flights, hotel
fees, travel fees, City profile development, media splashes to
interested candidates, and outside advertisements); and
availability of information 'rt other metropolitan communities
recently having pursued a City Manager search.
Councilmember Ihlan further opined that, given a 6-8 month
search timeline, the final hire timing and concerns about the
election year were valid; and while not wanting to wait until after
the elections to start work, it was a good argument that the final
hiring decision be made after the election with a new Council
and possible Mayor in place. Councilmember Ihlan opined her
interest in pursuing Option 2, but didn't rule out looking at de-
bundled services if the City's needs were met. Councilmember
Ihlan opined her desire to have Councilmember Kough's input
on setting a salary and reviewing the job description; and
determining if the current job description fit the City at this time.
