4.23 Storm water management in the form of either a pond, infiltration area or a combination <br />thereof, will be incorporated into the project. The current proposal indicates two drainage <br />basins, one small scale basin adjacent to Lot 5 and one large scale basin that would be <br />designed between Lot 1 and Hazn���e Avenue and Lot 1 and Lot 3. Landscaping will also <br />be required and include boulevard trees and individual lot plans. <br />5.0 POLICY (Comprehensive Plan Consistency) 8c FISCAL IMPLICATIONS: <br />5.1 The Comprehensive Plan Goals and Policies include the following direction: Roseville <br />Comp�ehensive Plan (2002) —Goals and Policies - Page 7 of 21. The review of these <br />portions of the Comprehensive Plan is necessary to determine if there is policy direction <br />to change the Plan's map of future uses to allow a moderate or higher residential density <br />designation. <br />C: RESIDENTIAL POLICIES <br />The City will: <br />1. Adoptjlexible standa�ds fo� new single family and multi family housing developments <br />to allow fo� innovative development and mo�e e fficient densities. It is not the goal of the <br />City to significantly inc�ease ove�all �esidential densities. <br />a) Encou�age highe� quality mixed developments by allowingplanned unit <br />developments as guided by the goals, policies, andpe�fo�mance standa�ds of the <br />community with mo�e dedication af pat�k and open space <br />b) Whe�e feasible o� p�actical, integ�ate neighbo�hood o�iented retail/ service <br />businesses (within walking distance) into the mixed used p�oject. Conside� such <br />mixed use developments in a�eas whe�e change is al�eady unde�way. <br />c) Encou�age innovative high quality planning and design in �esidential <br />developments that cate� to the life style/life cycle ofp�esent and futu�e �esidents. <br />Highe� quality development may include such imp�ovements as mason�y <br />exte�io�s, highe� window and wall insulation packages, unde�g�oundpa�king, <br />mo�e usable open space than no�mally �equi�ed, po�ches, landscaping, <br />unde�g�oundpa�king, and amenitiespackages within each unit. <br />7. When app�oving a�esidential Planned Unit Development, �equi�e bette� quality with <br />established c�ite�iafo� open space, a"sense ofplace ", and quality mate�ials. <br />8. Encou�age the development of well-designed multiple family dwelling p�ojects which <br />a�e compatible with adjacent uses.
