(Mr. Zawadsl�i and Mr. Moser noted that the property owner was the Mounds View <br />School District) <br />Mr. Zawadski reviewed the intent of c�l plan evolution from the three (3) neighborhood <br />hood meetings held to-date c�l the culmination of the cu�ent proposed plan based on <br />those public cnul Planning Commission comments. <br />Mr. Moser reviewed the process to-date; proposed land use specificto each lot; proposed <br />sidewalk adjacent to Hamline Avenue; � relocation fi°om � yards of all the homes <br />to co� area contained between the Townharne units based on staff conce�n,s related to <br />access for maintenance c�l public safety; criteria for c�l pending watershed district <br />formal approval of plans recently submitted; c�l goals for the revised proposal based on <br />feedback. <br />Those goals were detailed as follows: <br />• Construct a development to accommodate housing complimentary to the adjacent <br />neighborhood; <br />• Establish a neighborhood with housing to stabilize School District enrollment <br />• Capitalize on support available through the HRA, thus the town home proposal <br />formore affordablehousing options; <br />• Reduce number ofdriveways that directly access �-Tarnline Avenue; <br />• Fi°ovide a bufferc�ea between Hamline Avenue c�l the single family detached <br />homes; achieved through a combination ofberms, landscaping c�l ponding; <br />• Establish a ponding area that meets the needs of the neighborhood c�l satisfies <br />the requirements ofthe City c�l local watershed district; c�l <br />• Ac� a sidewalk parallel to Ha�line Avenue. <br />Chai� Traynor noted that the proposal, inclusive ofa quad town home, was a significant <br />change from the original proposal. <br />Mr. Zawadski advised that the developers 1� been encouraged to try to provide <br />reasonable housing in order to allow participation by the HRA. MR. Zawadski noted that <br />the original propasal for three (3) twin homes created safety c�l aesthetic problems in <br />accommodating su�cientpond"zvig for storm water management for the development, in <br />addition to access for maintenance; c�l allowed more landscaping c�l berming to make <br />the single familyhomes more private. <br />Mr. Zawadski c�l Mr. Moser addressed the propased designs; seeking to leave their <br />options open c� this time, until additional cost projects could be performed c� additional <br />input from the HRA for affordable housing options c�l fund availability could be <br />discussed. The developers also noted the need to meet market demand fortype c�l style <br />of housing, including the finished floor space. Mr. Zawadski further noted that final <br />results with Gold ara� Associates related to the soil contamination results would impact <br />the overall style options c�l ��'ormas forthe development. <br />City Engineer Deb Bloom noted that staffwould work with the developer to determine <br />elevations, land contours, c�l type c�l style of housing allowable on specific lots <br />
