from 3,861 square feet to 10,286 square feet; representing one two-unit town home at the <br />intersection of Lydia and �amlir�e Avenues and one four-plex at the intersection of <br />Mi��waod and �az�a�i�e Avenues. Mr. Paschke reviewed current zoning; proposed <br />zoning; land uses in the area; and existing single-family and multi-family housing in the <br />neighborhood. <br />Mr. Paschke advised that the six (6) town home units and associated land (Lots 1— 6) <br />would be rezoned to Planned Unit Development (PUD) with an underlying zoning of R- <br />6, Townhouse District. Mr. Paschke advised that the eight (8) single-family units and <br />associated land (Lots 7— 14) would be rezoned to PUD with an �.tz�derlying zoning of R- <br />1, Single Family Residence District. <br />Staff reviewed specific lot sizes; setbacks; access; traffic impacts; storm water <br />management; and proposed design of the units similar to the "Arts and Crafts" style. <br />Staff further reviewed the "General Concept Plan" establishing single-family lot sizes <br />and setback requirements; environmental remediation in process, with the remediation <br />plan needing approval by the Minnesota Pollution Control Agency (MPCA) and the <br />gradzn�/dxainage plan needing approval by both the Rice Creek Watershed and the <br />Roseville City Engineer. <br />Mr. Paschke further addressed the City's Development Review Committee (DRC) <br />support for addition of a sidewall{ to the proposal; in addition to individual and overall <br />landscaping and storm water management. <br />Mr. Paschke reviewed the Comprehensive Plan Consistency and Residential Policies and <br />Goals related to the project; the Demographic Profile for Planning District 3; and <br />estimates that the eight (8) single-family homes will add to the families with children <br />base that is much needed in Roseville and the School District, while anticipating that the <br />six (6) town home units would most likely serve empty nesters, with two (2) persons per <br />household and an average over forty-five (45) years. <br />Staff recommended approval of the project and the four (4) actions necessary to begin <br />preparation of final documents, with conditions as outlined in the staff report dated <br />August 2,2006. <br />Discussion included the design of the single-family homes (one, two or split entry); the <br />conceptual nature of the plan at this stage to begin preparation of final documents; access <br />to the park and sidewall{ installations; higher environmental standards and clean up for <br />residential uses; and modifications to the conceptual plans as the project design develops <br />and based on Commissioner and public comment. <br />Chair Traynv� noted for the record, the receipt of written comments related to the <br />proposal; attached hereto and made apart thereof <br />Steve Za�acis�ai, Developer with Zawac�ski Homes <br />Bob Moser, Developer with Moser Homes <br />
