Chair Traynor further expressed his personal concern related to storm water management <br />located only on one side of the property, while recognizing the challenges of the various <br />land uses and site contours, and further recognizing the diversity in housing and <br />affordability concerns for the site. <br />Commissioner poherty opined the affordability concerns if the four-plex became a twin <br />home, and whether the projected price points could be achieved; recognizing the density <br />and Iot costs per unit and building efficiencies in a four-plex. <br />Chair Traynor opened the Public Hearing at this time. <br />Public Comment <br />Ms. Eeris Fritz, 2922 k�a�lin� <br />Ms. Fritz noted that she had provided written comments as well. <br />Ms. Fritz questioned the public notice process and what meeting had been held "today." <br />Staff and the developers clarified the notice to properties within 350' of the subject <br />property at three (3) neighborhood meetings "to-date," not "today;" and that the notices <br />were provided by the property owner, the Mounds View School District; and that prior to <br />tonight's Public Hearing, the most recent meeting had been held last week. <br />Ms. Fritz spoke in opposition to the four-plex; opined that the entire plan was too high in <br />density for that neighborhood; and encouraged the Planning Commission to reconsider <br />the proposal. <br />Ms. Fritz further questioned the actual School District represented, whether it was <br />Mounds View or Roseville, and opined that the notice was confusing. <br />Staff and the developer noted that the property was owned by the Mounds View School <br />District, but that all school districts state-wide were facing significant declining <br />enrollment; and that providing affordable housing for area school districts was a win-win <br />for the community and area. <br />Ms. Fritz further questioned why office space was not considered as part of the plan, <br />rather than single-family homes in that specific neighborhood. <br />Staff and the developer responded that the City and School District goals were to provide <br />more affordable housing for young families with children; and that the property had been <br />proposed for residential rather than mixed use. <br />Fred Pringle, 2925 N Pascal <br />Mr. Pringle opined that, overall the plan was good, even though it was a higher density <br />than he cared for. Mr. Pringle, however, expressed concern with the four-unit complex <br />related to access to I-�arraii�e Avenue and future increased traffic congestion and safety <br />concerns. Mr. Pringle expressed his preference for a twin home, rather than a four-plex. <br />
