MOTION �9.4�: <br />Member poherty moved, seconded by Member Boerigter, to RECOMMEND <br />APPROVAL of the GENERAL CONCEPT DEVELOPMENT PLANNED UNIT <br />DEVELOPMENT PLAN request by Moser and ,�awadski Homes (in cooperation <br />with the Mounds View School District), subject to the conditions stipulated in <br />Section 7 of the project report dated August 2, 2006; as amended to include <br />additional conditions that the developer esta6Cish an Association to address ongoing <br />maintenance and aesthetics of common areas; that the developer provide architectural <br />guidelines be provided to encourage diversity in housing and design; and that the <br />developer explore with staff the possibility of owner-occupied requirements as part of <br />any Townhome developments. <br />Ayes: 3 (Wozniak, Doberty, Boerigter) <br />Nays: 3 (Roe, Bakeman, '�`raynor) <br />Motion failed. <br />Staff was directed to frame the report and comments to the City Council that the Planning <br />Commission, for reasons stated in the discussion supporting both perspectives, sent forth <br />no recommendation. <br />Chair Traynor reviewed the process and noted that the Planning File would come before <br />the City Council at their August 28, 2006 meeting. <br />Chair Traynor expressed the Commission's appreciation to the developer, thanked the <br />developer and public for their attendance and participation. <br />Commissioner Bak�man opined, that even though she couldn't support the entire plan, it <br />was miles ahead of where it started, and should only require minor tweaking. <br />
