�_� REVIEW of REQUEST: <br />� a Jerry Golinvaux, owner of Roseville Chrysler, desires to construct a 2,500 sq. �. addition <br />to the north side of the existing showroom at 2805 Highway 35W. Section 1005.015 <br />(Business Uses) states that Motor Vehicle Dealerships, New, require a CONDITIONAL <br />USE PERMIT in a B-3, General Business District. Because of its age, the existing <br />use/s�te does not have a SPECIAL USE or CONDITIONAL USE PERMIT. <br />•q, � $1010.17 (Exceptions for Constructionlnvolving Less Than a 50% Increase in Size) <br />States: All const�uction which �epai�s, �emodels, o� alte�s a building 10% and SO% of its <br />size shall not be �equi�ed to meet all of the c�ite�ia of section 1010.O1 th�ough 101014 of <br />this chapte�. A pe�centage of building expansion between 10% and SO% and/o� a <br />moneta�y imp�ovement b�t�veen 20% and SO% would �equi�e a p�opo�tional level of <br />imp�ovement to be consistent with said section 1010.01 th�ough 101014 of �his chapte�. <br />This p�opo�tional level of�equi�ement will be dete�mined by the development �eview <br />committee subject to appeal to the City Council. The City Council may �efe� such an <br />appeal to the planning commission fo� thei� �eview and �ecommendation. <br />�..� On Thursday, July 20, the Development Review Committee (DRC) met to review the <br />proposal by Mr. Golinvaux. Specific comments centered around the new improvement <br />and the need for meeting the City's storm water management requirement for the <br />disturbed area; required updates per the building code for accessibility; screening of the <br />existing non-conforming trash dumpsters; elimination of the existing non-conforming <br />storage sheds; landscaping along Long Lal{e Road and adjacent to Highway 35W; <br />installation of landscaped curb islands in the parl�ing lot; and installation of a curb and <br />gutter along the south side of the property (adjacent to the Walser improvement). <br />r�. � The property has a Comprehensive Land Use Plan designation of " B, Business and the <br />property is zoned B-3, General Business District. <br />�. � ;]�i��. ���' 1� reads: "Motor Vehicle Dealers: This provision authorizes the sale of new <br />motor vehicles by a motor vehicle dealer and the sale of used motor vehicles by a motor <br />vehicle dealer but only in conjunction with sales of new motor vehicles." <br />�_� Because the usels�te has no special use permit or conditional use permit, the City Planner <br />has determined that a CONDITIONAL USE PERMIT specific to the Roseville Chrysler <br />site is necessary. <br />�_� STAFF C�MMENTS%FINDFNGS� <br />� I Although the proposal is an addition and not a full redevelopment the DRC does seek <br />modification that bring certain site items into compliance with the City Code. <br />P�`3779_ACA_d82806.c�ac Page 2 of 7 <br />
