5.2 Specifically, $1010.05 (Landscaping in Parl�ing Area) states: 5%of the suNface aNea of <br />land within the paNking aNea shall be landscaped with gNass, shNUbbe�y, tNees and/or^ <br />other approved ground cover. A review of the proposal concludes that there is <br />approximately 113,343 sq. ft, of parking lot area, which requires 5,667 sq. ft. of curbed <br />landscaped islands. A further review concludes that there is no landscaping in the <br />parl�ing area for the Roseville Chrysler site. Further, there is only a 15 foot wide by 376 <br />foot long grass strip that exists adjacent to Highway 35W that could accommodate on-site <br />landscaping. The DRC seeks a reasonable amount of landscaped curb islands within the <br />parking lot. <br />53 § 1010.06 (Concrete Curbing) states: The peNipheNy ofpaNking aNeas and dNives shall be <br />constNUCted with pouNed in place concNete cuNbing. A review of the site would conclude <br />very little curbing in the parking lot; only the parking lot setback adjacent to Highway 35 <br />has been met. In the case of the south parking lot area, only a guaardraill�'ence separates <br />the Roseville Chrysler property from the adjacent Walser property and parking lots. <br />Upon the completion of the adjacent redevelopment (Walser Pontiac GMC Truck) there <br />will be a 20 foot structure setback and a 5 foot parl�ing lot setback (for two small lots). <br />However, the Roseville Chrysler parl�ing lot will still be at or near the property line and <br />not curbed. The DRC seeks to have a 5 foot minimum setback and a curb edge along the <br />southern parl�ing lot on the Roseville Chrysler site. <br />5.4 §1010.11 D(Trash Handling Equipment — Commercial) states: CommeNCial dumpsteNS, <br />tNash and tNash handling equipment within the limited business distNict (B-I), limited <br />Netail distNict (B-1 �}, Netail business distNict (B-2), geneNal business distNict (B-3) Netail <br />afface distNict (B-4), office paNk distNict (B-6), shopping cente� distNict (SC) and business <br />panned unit developments (B-PUD) shall be stoNed within a pNincipal stNUCtuNe oN within <br />an attached stNUCtuNe. If the stNUCtuNe is attached it shall be constNUCted of the same <br />mateNials as the pNincipal stNUCtuNe and shall be Noofed. A facility shall be located <br />and/oN scNeened so as to be inconspicuous as possible to the contiguous public Night-of- <br />way. Such tNash handling equipment stoNage aNea shall be of sufficient size to <br />accommodate the sepaNation of trash, including sepaNate pNOVisions of paper, caNdboaNd, <br />glass, cans, and miscellaneous refuse. A review of the site concludes that no enclosure <br />exists and the trash dumpsters are located in the northwest comer of the site adjacent to <br />the north access to Long Lake Road. The DRC seeks to either place the dumpsters within <br />the principal structure or construct a screen fence with gates for the dumpsters in the <br />existing location. <br />5.5 $1010.14 (Landscaping Area other than Building Hardstand) states: All areas of land <br />otheN than occupied by building and/ar haNdstand (paNking aNeas and dNiveways) shall be <br />landscaped with sod and/o� mulch and/or Nock mateNial in planting beds wheNe <br />appNOpNiate. The minimum numbeN of oveNStoNy tNees on any given site shall be one <br />oveNSto�y tNee peN ,�� feet ofpaNking lot fNOntage plus tNees NequiNedfoN paNking lot <br />islands. OtheN undeNStoNy tNees, shNUbs, floweNS, and gNOUnd coveN deemed appNOpNiate <br />, fo� a complete quality landscape tNeatment of the site shall be included in addition to the <br />minimum number of overstore trees. In review of the subject site, most landscaping <br />exists adjacent to Highway 35 and there is little elsewhere on the site.
