The <br />i�q�������������?����+e�i�e �itv ��e ��=�-,����q:-f�= applicant <br />must work with staff for placement of curb islands to accommodate <br />circulation and storm water management on the site and the entire plan as <br />modified. <br />H. The applicant shall submit a landscape plan that includes deciduous and <br />coniferous trees, shrubs, and perennials. Specifically, there shall be landscaping <br />provided within all existing grass areas of the subject property. An irrigation plan <br />shall also be submitted for review and approval by the Roseville Park �c <br />Recreation, Community Development, and Public Warks/E�gineex�ng <br />Departments. <br />I. All new freestanding and building wall szgnage shall meet the requirements of <br />§ 1009 of the Roseville City Code. <br />J. Review and approval of the utility, grading, and storm water drainage plan for the <br />site by the Roseville Public Works Department and the Rice Creek Watershed (if <br />required). <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 On August 2,2006, the Roseville Planning Commission held the public hearing regarding <br />the Roseville Chrysler CONDITIONAL USE PERMIT proposal. No citizens were <br />present to address the Commission. Jerry Golinvaux, owner, did address the Commission <br />seeking to reduce or eliminate certain conditions suggested by staff. <br />7.2 Specifically, Mr. Golinvaux was opposed to implementing a setback for the north parking <br />lot/drive lane and installing a concrete curb due to the loss of critical parking and cost to <br />construct. He also was not supportive of including concrete islands and adding landscape <br />to them. <br />7.3 City Engineer, Deb Bloom, stresses the importance of storm water management in this <br />area and that the applicant will be required to meet Rice Creek Watershed and City of <br />Roseville standards for storm water management prior to the issuance of any building <br />permit. <br />7.4 The Commission discussed with the applicant the CONDITIONAL USE PERMIT <br />process and the fact that the site/use was currently non-conforming and that the <br />CONDITIONAL USE PERMIT process afforded staff, the Commission and City Council <br />to place reasonable conditions on the proposal that address code compliance and mitigate <br />impacts. <br />7.5 The Planning Commission voted 6-0 to recommend approval of the Roseville Chrysler <br />CONDITIONAL USE PERMIT request based on the findings of Section 5 and amended <br />PF3779_RCA�a82806.doc Page 6 of 7 <br />
