The first non-Indians settled ��. <br />the area in 1843, siY years prior to Minnesota <br />becoming a territory. In 1850, Rose Township was <br />established. Farms and nurseries dominated the <br />landscape until the 1930s when commercial <br />development grew and people migrated frosn the <br />urban core areas to enjoy the spacious ei�.vi:�on- <br />ment and less congested suburbs. <br />By 1948 the township form of government could <br />no longer accommodate the area's growth. <br />Roseville incorporated as a village in May 1948. <br />Roseville grew dramatically during the 1950s and <br />1960s and became one of the first suburbs in the <br />, � Twin Cities to <br />create a blueprint <br />: � � for industrial, <br />� ' � � commercial and <br />residential land <br />use. 'I'nday, Roseville is a strong example <br />of a mixed land use community with well-fox�rzu- <br />lated residential and vibrant retail bases. <br />Roseville has kept its tax rate among the lowest in <br />the metropolitan area. Through conservative <br />fiscal management, a balanced residential and <br />commercial tax base, sound investments and <br />government-community partnerships, the City <br />offers the people and businesses of Roseville a <br />vast array of amenities while limiting taxes. Since <br />1989, the municipality has followed a general <br />practice of not increasing taxes above the rate of <br />inflation. This translates into City taxes account- <br />ing for only about 23% of a resident's property <br />tax. The school districts, Ramsey County and <br />special ta�ng districts comprise the balance. <br />PROFILE <br />Roseville's strong and diverse business base <br />consists of small, medium and large sized compa- <br />nies and includes a number of technology, medical <br />device and manufacturi�ig fi�ms. Several nationally <br />known companies are either headquartered in <br />Roseville or maintain large branch offices within <br />the City. Roseville is home to Rosedale Shopping <br />Center plus six other shopping centers, making the <br />City one of the leading retail centers in the upper <br />Midwest. Rosec�ale Shopping Center is anchored <br />by Macy's, I-�erl�ergex's, JC Penney's and a new <br />lifestyle center opening in late fall 2006. <br />The City's current financial credit and bond rating <br />is AA1. Roseville has long been rated in the A�l. <br />category by both Moody's Investors Services and <br />Standard and Poors, which places it in the top 6% <br />of all governmental agencies in North America. <br />More than 60% of the housing units in Roseville <br />are sit�.g3e-�'azx�ily dwe�.i�ags, ranging from starter to <br />upscale homes. Townhome, condominium and <br />apartment complexes make up the rest. More than <br />200 senior housing units have been added since <br />2003. <br />Abundant parks and lakes add to the qua�ty-o£ <br />life.
