nature center. Roseville also features 60 miles of
trails and the Guidant John Rose Minnesota
OVAL, home to one of the largest refrigerated ice
surfaces in the world. The OVAL has hosted
numerous national and international speedskating
and bandy championships. The Parks and Recre-
ation Department won the National Recreation
and Park Association's 2000 National Gold Medal
Award - one of the most prestigious and coveted
awards in the industry, which recognizes excel-
lence in park and recreation administration.
Roseville is served by two school districts consis-
tently ranked among the best in the state:
Roseville Area Schools and Mounds View School
Districts. Most of the City is in the Roseville Area
School District which has siY elementary schools,
one T-S choice school, one iniddle school for
grades 7-8 and one high school for grades 9-12.
The City is also home to four private schools and
a four-year college.
CITY GOVERNMENT
Roseville operates under a Council-Manager Plan
B form of government. The five-member City
Council (Mayor and four members) is elected at-
large in even numbered years to four-year terms.
In addition to the City Council, there are six City
Comtnissions — Ethics, Human Rights, Parks and
Recreation, Planning, Police Civil Service and
Public Works, Environment and Transportation;
and the Housing and Redevelopment Authority.
The proposed recommended 2007 budget is $32.5
million ($10.8 General Fund), and Roseville
operations are currently supported by 156 ful-
time staff, 74 part-time staff and 200 seasonal
employees.
Roseville offers its residents a wide array of
services including recreational activities, streets,
water, sewer, police and fire. Rather than simply
delivering services, the City strives to educate,
inform and involve residents in the operation of
the municipality. Departments utilize a sizeable
and dedicated group of resident volunteers.
Its efforts have placed it among a select group
receiving national recognition for community
involvement and responsive customer services. In
addition to its National Gold Medal Award, the
Parks and Recreation Department has achieved
national accreditation. In 2001 the Roseville Fire
Department was awarded the state's highest rating
by the Insurance Services Organization. For the
past fourteen years, the Police Department has
won awards from the National Association of
Town Watch for its National and Family Night
Out programs.
Roseville's Public Works and Community Devel-
opment Departments are equally well ecognized.
The Public Works Department's pavement mai-
ageinent program provides a systematic method of
repaving and upgrading a]1 City streets and was
one of the first programs of its kind in the coun-
try. The Public Works Department has developed
innovative cooperative worlirg relationships with
two adjacent communities sharing engineeg
staff and ioint
bidding on
projects. The
