nature center. Roseville also features 60 miles of <br />trails and the Guidant John Rose Minnesota <br />OVAL, home to one of the largest refrigerated ice <br />surfaces in the world. The OVAL has hosted <br />numerous national and international speedskating <br />and bandy championships. The Parks and Recre- <br />ation Department won the National Recreation <br />and Park Association's 2000 National Gold Medal <br />Award - one of the most prestigious and coveted <br />awards in the industry, which recognizes excel- <br />lence in park and recreation administration. <br />Roseville is served by two school districts consis- <br />tently ranked among the best in the state: <br />Roseville Area Schools and Mounds View School <br />Districts. Most of the City is in the Roseville Area <br />School District which has siY elementary schools, <br />one T�-�S choice school, one iniddle school for <br />grades 7-8 and one high school for grades 9-12. <br />The City is also home to four private schools and <br />a four-year college. <br />CITY GOVERNMENT <br />Roseville operates under a Council-Manager Plan <br />B form of government. The five-member City <br />Council (Mayor and four members) is elected at- <br />large in even numbered years to four-year terms. <br />In addition to the City Council, there are six City <br />Comtnissions — Ethics, Human Rights, Parks and <br />Recreation, Planning, Police Civil Service and <br />Public Works, Environment and Transportation; <br />and the Housing and Redevelopment Authority. <br />The proposed recommended 2007 budget is $32.5 <br />million ($10.8 General Fund), and Roseville <br />operations are currently supported by 156 ful�- <br />time staff, 74 part-time staff and 200 seasonal <br />employees. <br />Roseville offers its residents a wide array of <br />services including recreational activities, streets, <br />water, sewer, police and fire. Rather than simply <br />delivering services, the City strives to educate, <br />inform and involve residents in the operation of <br />the municipality. Departments utilize a sizeable <br />and dedicated group of resident volunteers. <br />Its efforts have placed it among a select group <br />receiving national recognition for community <br />involvement and responsive customer services. In <br />addition to its National Gold Medal Award, the <br />Parks and Recreation Department has achieved <br />national accreditation. In 2001 the Roseville Fire <br />Department was awarded the state's highest rating <br />by the Insurance Services Organization. For the <br />past fourteen years, the Police Department has <br />won awards from the National Association of <br />Town Watch for its National and Family Night <br />Out programs. <br />Roseville's Public Works and Community Devel- <br />opment Departments are equally well �ecognized. <br />The Public Works Department's pavement mai�- <br />ageinent program provides a systematic method of <br />repaving and upgrading a]1 City streets and was <br />one of the first programs of its kind in the coun- <br />try. The Public Works Department has developed <br />innovative cooperative worl�ir�g relationships with <br />two adjacent communities sharing enginee�g <br />staff and ioint <br />bidding on <br />projects.
