City Council Regular Meeting — 08/14/06 <br />DRAFT Minutes - Page 24 <br />of the City Attorney as to the intended meaning of <br />"recipient" and not attempt to substitute her personal <br />interpretation. <br />Mayor Klausing encouraged an open and transparent <br />policy for receipt of general e-mails for the Council as a <br />whole. <br />Councilmember Pust stated, for the record, that she was <br />elected to make policy decisions, not to provide her <br />personal legal advice to the City, and instances where she <br />sought legal advice on specific policies from the City <br />Attorney, she would rely on that advice. <br />Mayor Klausing asked Councilmember Ihlan if she would <br />use the same rationale if the disputed e-mail had been <br />from a developer, and should have seen the light of day in <br />order to provide public information. Mayor Klausing <br />reviewed the procedure for the public to contact <br />individual Councilmembers by e-mail or phone in a more <br />private manner, rather than e-mailing to the City Council <br />as a whole. <br />City Attorney Anderson clarified that, when recipient <br />identified the City Council as a whole, or a majority <br />thereof, that the recipient had decided as a matter of <br />policy that an e-mail may be passed on, and would not be <br />in any violation of law by doing so. <br />Councilmember Ihlan reiterated her concerns; opining <br />that is was up to the City Council to forward e-mails, not <br />the City staff; and based on that statement, she would be <br />voting against the proposed motion. <br />��lausing moved, Pust seconded, approval of revised <br />language that would accompany e-mail hyperlinks located <br />on the City's w�bsite, linking to City Councilmember <br />e-mail boxes as follows: <br />"lf you want to e-mail the Mayor and all Councilmembersat once, send e- <br />mail to ci#v.councilCcr�.ci.ros�viile.tnn.us.
