Mayor Klausing encouraged an open and transparent policy for receipt of general e-mails for the Council as a whole. Councilmember Pust stated, for the record, that she was elected to make policy decisions, not to provide her personal legal advice to the City, and instances where she sought legal advice on specific policies from the City Attorney, she would rely on that advice. Mayor Klausing asked Councilmember Ihlan if she would use the same rationale if the disputed e-mail had been from a developer, and should have seen the light of day in order to provide public information. Mayor Klausing reviewed the procedure for the public to contact individual Councilmembers by e-mail or phone in a more private manner, rather than e-mailing to the City Council as a whole. City Attorney Anderson clarified that, when recipient identified the City Council as a whole, or a majority thereof, that the recipient had decided as a matter of policy that an e-mail may be passed on, and would not be in any violation of law by doing so.
