7.0 STAFF COMMENTS and FINDINGS: <br />7.1 Staff recommends approval of this project and the four actions necessary to begin <br />preparation of final documents, with conditions. While it is a different use than the <br />existing District Offices, the proposal contains lot sizes and uses that are similar to those <br />within the surrounding community. This particular development will set a new quality <br />standard for redevelopment in this area of Roseville which is near public facilities <br />(Autumn Grove Park). City utility services already serve this site and have adequate <br />capacity to support the new structures. The developer has worked with the School <br />District and neighborhood on site issues. Since this project does not meet the thresholds, <br />no Environmental Assessment Worksheet is required. However, approval of <br />environmentalremediation is necessary from the MPCA. The site planning and <br />landscape architecture is well done. The elimination of environmental pollution, the <br />inclusion of good earthworklengineerin� and improved storm water management will <br />assist this area and the site. The Comprehensive Plan encourages a diversity for housing <br />styles for all age groups —with that comes some changes in density. This is not unique — <br />throughout Roseville housing densities vary and adjoin each other. This proposal <br />integrates uses similar to those that surround the site. The new use will have less traffic <br />impact than that of an office building on the adjoining area. The recommended <br />conditions follow: <br />7.2 The design of the two projects (single family homes and town homes) must be compatible <br />with one another and with the general context and human scale of the neighborhood for <br />both architecture design and building materials. <br />73 The Public Worl�s Department must complete the review and approval of the grading, <br />drainage, and utility plans proposed with the General Concept and Final Plan submittal. <br />All plans, including the location of fire hydrants and utility services connections, require <br />the approval of the Public Works Department. Also required is the Rice Creek <br />Watershed approval/permit. <br />7.4 All buildings, tree branches and roots, debris, and any soil contamination (subject to <br />MnPCA requirements) must be removed from the site (not burned on the site) prior to the <br />issuance of a building permit. <br />7.5 Park dedication will be required on this project.
