����€���� ������ <br />{tem Description <br />REQUEST FOR COUNCIL ACTION <br />DATE: 9111 /06 <br />ITEM NO: 3 � <br />,�.r�r�� ��tir,�. <br />Accept Low �d the Installation of � <br />Bleacher Heati �atem at the Roseville <br />Guidant John Rose Minnesota OVAL <br />Driveway and <br />Skating Cer�ter/ <br />BACKGROUND <br />When the OVAL was or'rginaliv constructed there was a desire to heat the outside <br />bleacher area for s�v�raf reasons including preventing ice buildup for the safety <br />of users, spectators and staff. At that time, in preparation of providing heat in the <br />future, plastic coils were installed in the concrete bleachers. <br />Since the OVAL opened, another area of real concern that has become evident <br />is the concrete area (driveway) between the OVAL ice surface and directly <br />outside the ice resurfacer room (this is also is part of the exercise warm-up track <br />around the OVAL) and directly in front of the maintenance doors (this is the <br />alternate #1 piece of the bid). The area tends to create extreme slippery <br />conditions due to the travel route of the resurfacer to and from the ice, creating <br />water that freezes. The use of sandlsalt has not been an option due to the <br />dangerous conditions it creates when it gets on the OVAL ice surface. The City <br />has incurred tens of thousands of dollars of workers compensation costs over the <br />past several years due to slips and falls. <br />In 2000 an attempt was made to correct the issue with the installation of an <br />electric heating coil, which failed shortlythereafter. <br />In 2004, prior to the mechanical malfunctions of the refrigeration system at the <br />OVAL, funds had been identified, plans, specifications and quotes were received <br />to address the issue by installing heating coils in the driveway, similar to what is <br />in the bleachers. The project included a boiler system sufficient to supply the <br />driveway and the bleacher area. Due to the uncertainly of the overall refrigeration <br />system, the project was put on hold. <br />Several accidents have occurred prior and since and staff is now recommending <br />this project with the completion date prior to the 2006-07 season start. <br />At the August 14, 2006 City Council meeting, staff was authorized to enter into <br />an agreement with Bonestroo, Rosene and Anderiik (BRA) to develop bidding <br />documents and to advertise for bids for the project. Attached is a summary letter <br />from BRA. <br />On September 1, 2006 at 2:00 PM the bids were received at City Hall and read <br />
