ATTACHMENT A Notice of Public Hearing NOTICE OF PUBLIC HEARING ON THE PROPOSED ISSUANCE OF BONDS BY THE COLORADO HEALTH FACILITIES AUTHORITY TO REFINANCE PROJECTS OF THE EVANGELICAL LUTHERAN GOOD SAMARITAN SOCIETY, A NORTH DAKOTA NONPROFIT CORPORATION, PREVIOUSLY FINANCED UNDER THE MINNESOTA AGRICULTURAL AND ECONOMIC DEVELOPMENT BOARD ACT CITY OF ROSEVILLE NOTICE IS HEREBY GIVEN that the City Council of the City of Roseville, Minnesota (the "City"), shall meet on October 9, 2006 at 6:�� p.m., at Roseville City Hall, 2660 Civic Center Drive, Roseville, Minnesota, for the purpose of conducting a public hearing on a proposed issue of one or more series of bonds by the Colorado Health Facilities Authority (the "CoHFA Bonds") to refinance projects on behalf of The Evangelical Lutheran Good Samaritan Society, a North Dakota nonprofit corporation (the "Applicant"). Such persons as desires to be heard with reference to said issue of bonds will be heard at this public hearing. The projects whose debt is to be refinanced, and the approximate principal amount of the refinancing attributable to the projects includes approximately $2,300,000 for the Roseville Good Samaritan Center, 1415 W. County Road B, Roseville, Minnesota (the "Project"). The Applicant is the initial owner of the Project, and the Project will be owned, operated and managed by the Applicant. It is contemplated that the Project will continue to be used as a nursing home, senior housing, assisted living or related facility. The total estimated amount of the CoHFA Bonds attributable to the Project is approximately $2,300,000. The CoHFA Bonds and the interest thereon shall be payable solely from the revenue pledged to the payment thereof, and no holders of any such bonds shall ever have the right to compel any exercise of the taxing powers of the State of Minnesota or any political subdivision thereof, including the City, to pay the CoHFA Bonds or the interest thereon nor to enforce payment against any property of said State or said political subdivision. This Notice of Public Hearing is being given pursuant to Section 147(f} of the Internal Revenue Code of 1986, as amended (the "Code"). A copy of the City's resolution regarding the City's "approval", as such term is used in � 1�'��f] of the Code, of the CoHFA Bonds is available for public inspection at the offices of the City at 2660 Civic Center Drive, Roseville, Minnesota from the date of this notice to the date of the public hearing hereinabove identified, during normal business hours. All persons interested may appear and be heard at the time and place set forth above, or may file written comments with the City Manager prior to the date of the hearing set forth above. 3��3��.�
