B.E� PLANNING COMMISSION ACTION � 1 On September 6,2006, the Roseville Planning Commission held the public hearing regarding the proposed redevelopment. At the meeting 7 residents addressed the Commission, expressing concern over the proposed development. Primary concerns were focused on how the proposed removal of trees and the cul-de-sac street serving the four residential lots might impact local wildlife and wetland ecosystems. S,� In response to neighbors' concerns pertaining to the removal of trees, the Commission recommended during its vote on the PRELIMINARY PLAT to modify the condition relating to tree preservation, included above as condition "a". R. 3 With respect to the potential impact on habitat and wildlife in the area, City staff is not insensitive to such environmental concerns, but the staff is charged with balancing these concerns with the rights of property owners to develop their property as they please, subject to local regulations. Further, it is the staffs opinion that the 70-acre wooded park immediately adjacent to the two-and-a-quarter-acreproject site (which is surrounded on all other sides by residential development) should provide ample habitat for much of the wildlife that may be dislocated by the new construction. $,� The Roseville Planning Commission voted 5-0 to recommend approval of the proposed PRELIMINARY PLAT, creating 4 single family lots served by a public street, subject to the conditions identified in section 7.2 above; voted 5-0 to recommend approval of the proposed SAlVITARY SEWER EASEMENT VACATION; and voted 5-0 to recommend approval of the requested STREET RIGHT-OF-WAY VACATION. 9.� SUGGESTED COUNCIL ACTION �] BY MOTION, APPROVE the PRELIMINARY/FINAL PLAT, creating 4 singleM family lots served by a public road, subject to the conditions listed in section 7.3 (as amended by the Planning Commission on September 6,2006) of the project report dated September 25,2006. �,� BY MOTION, ADOPT A RESOLUTION APPROVING the SANITARY SEWER EASEMENT VACATION, subject to the conditions listed in section 7.2. 9,� BY MOTION, ADOPT A RESOLUTION APPROVING the STREET RIGHT-OF- WAY VACATION. �� i��_��rk_�+�+:t�:�'.��.opk{��i [.cT�.�.: Page 6 of 7
