h The plat must be submitted to the City Manager for signing within thirty (30) days <br />of the FINAL PLAT approval, and the applicant must submit the signed plat and <br />any subdivision agreements for recording with Ramsey County within one <br />hundred eighty (180) days of the Council approval date or request an extension <br />from the City Manager, pursuant to City Code � 1102.01. <br />B.E� PLANNING COMMISSION ACTION <br />� 1 On September 6,2006, the Roseville Planning Commission held the public hearing <br />regarding the proposed redevelopment. At the meeting 7 residents addressed the <br />Commission, expressing concern over the proposed development. Primary concerns were <br />focused on how the proposed removal of trees and the cul-de-sac street serving the four <br />residential lots might impact local wildlife and wetland ecosystems. <br />S,� In response to neighbors' concerns pertaining to the removal of trees, the Commission <br />recommended during its vote on the PRELIMINARY PLAT to modify the condition <br />relating to tree preservation, included above as condition "a". <br />R. 3 With respect to the potential impact on habitat and wildlife in the area, City staff is not <br />insensitive to such environmental concerns, but the staff is charged with balancing these <br />concerns with the rights of property owners to develop their property as they please, <br />subject to local regulations. Further, it is the staffs opinion that the 70-acre wooded park <br />immediately adjacent to the two-and-a-quarter-acreproject site (which is surrounded on <br />all other sides by residential development) should provide ample habitat for much of the <br />wildlife that may be dislocated by the new construction. <br />$,� The Roseville Planning Commission voted 5-0 to recommend approval of the proposed <br />PRELIMINARY PLAT, creating 4 single family lots served by a public street, <br />subject to the conditions identified in section 7.2 above; voted 5-0 to recommend <br />approval of the proposed SAlVITARY SEWER EASEMENT VACATION; and voted <br />5-0 to recommend approval of the requested STREET RIGHT-OF-WAY VACATION. <br />9.� SUGGESTED COUNCIL ACTION <br />�] BY MOTION, APPROVE the PRELIMINARY/FINAL PLAT, creating 4 singleM <br />family lots served by a public road, subject to the conditions listed in section 7.3 (as <br />amended by the Planning Commission on September 6,2006) of the project report <br />dated September 25,2006. <br />�,� BY MOTION, ADOPT A RESOLUTION APPROVING the SANITARY SEWER <br />EASEMENT VACATION, subject to the conditions listed in section 7.2. <br />9,� BY MOTION, ADOPT A RESOLUTION APPROVING the STREET RIGHT-OF- <br />WAY VACATION. <br />�� i��_��rk_�+�+:t�:�'.��.opk{���i [.cT�.�.: Page 6 of 7 <br />
