7.0 STAFF RECOMMENDATIONS <br />Based on the staffreview, comments, and findings of Sections 4, S, and 6 of the project <br />report dated September 25, City staff has the following recommendations: <br />7.1 Staff recommends approval of the requested STREET RIGHT-OF-WAY VACATION <br />without condition. <br />7.2 Staff recommends approval of the requested SANITARY SEWER EASEMENT <br />VACATION, subject to the following conditions: <br />a The existing sanitary sewer must be relocated and constructed, through a Public <br />Improvement Contract, in compliance with City standards. <br />b A new sanitary sewer easement must be established in compliance with City <br />Standards. <br />7.3 Staff further recommends approval of the P������IARX/F�NA.L PLAT, creating 4 <br />single-family residential lots served by a new public street, based on the staff review, <br />comments and findings of Sections 4, 5, and 6 of the project report dated September 25, <br />2006, subj ect to the following conditions: <br />a The applicant must work with City Staff to prepare a tree preservation and <br />replacement plan to optimize the preservation of high-quality trees on the property <br />and the planting of trees to supplement those that remain. This plan must be <br />reviewed and approved by the Roseville Development Review Committee prior to <br />the issuance of a permit. <br />b The FINAL PLAT must include a 10-foot-wide utility and drainage easement <br />around the periphery of the subj ect parcel and 10-foot-wide utility and drainage <br />easements centered on the proposed interior side lot lines. <br />c The FINAL PLAT must indicate the appropriate easement for the relocated public <br />sanitary sewer line. <br />d The design of the proposed cul-de-sac street, storm sewer, and water main will be <br />consistent with the City Code as a requirement for acceptance by the City; these <br />infrastructure improvements must be executed through a Public Improvement <br />Contract. The necessary right-of-way for the cul-de-sac, street, and utilities must <br />be dedicated as a component of the FINAL PLAT. <br />e The proposed project must receive approval by the Capital Region Watershed and <br />the Ros�ville Public Warks/Engineering Department regarding grading, drainage, <br />and storrn. water management plans. <br />The applicantmust receive approval from the Public Wor�s/Engineering <br />Department for the location and sizing of utilities to serve the project. <br />� Although previously platted, the subject Moore's �c�a�ro�s Preserve is <br />responsible for park dedication, which must be reviewed by the Park & Recreation <br />Commission; their recommendation will be forwarded to the City Council. <br />PF3759_RCA_GeneralConcept(092506)3.doc Page S of7 <br />
