There were no comments. <br />1. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public eomment by members of the <br />audience on any non-agenda items. No one appeared to speak. <br />� � Discuss Erosion Control Ordinance <br />Public Works and Engineering Assistant Director Deb Bloom <br />reviewed permit by the Minnesota Pollution Control Agency <br />(MPCA) to operate as an MS4 (Municipal Separate Storm Sewer <br />System) since 2003; a federally-mandated stormwater program. <br />Ms. Bloom noted that �ViS4's are required to develop and <br />implement a Stormwater Pollution Prevention Program <br />(SWPPP}, covering a minimum of six control measures, <br />including public education and outreach; public <br />participatiodinvolvement; illicit discharge, detection and <br />elimination; construction site runoff control; post-construction <br />site runoff control; and pollution preventian/good housekeeping. <br />Ms. Bloom noted that the MS4 must identify best management <br />practices {BMP'�) and measurable goals associated with each <br />Discuss Erosion <br />Control Ordinance <br />
