City Council Study Session — 09/18/06 <br />DRAFT Minutes - Page 2 <br />minimum control measurer, with an annual report submitted by <br />the City to the MPCA on the implementationof the SWPPP each <br />sprmg. <br />Ms. Bloom advised that one action the City was taking to meet <br />those requirements was to implement an erosion control permit, <br />and that the City Council had approved the fee structure for the <br />new permit last winter, with the City implementing them during <br />2006. <br />Ms. Bloom noted that, upon enforcing the permits, it was found <br />that current erosion control requirements were scattered <br />throughout various sections of the City Code, and staff was <br />recommending that all of the references be relocated to one <br />section of the code to improve the implementation and <br />enforcement of the permits. Staff submitted for Council review <br />and consideration, a draft erosion control ordinance reviewed by <br />the City Attorney, the Public Works, Environment and <br />Transportation ComTnission, and the City's Community <br />Development and Public Works staff. �s. Bloom reviewed the <br />purpose of the proposed ordinance, to control or eliminate soil <br />erosion and sedimentation resulting �t�+�rr� construction activity <br />within the City; establish standards and specifications; minimize <br />soil erosion and sedimentation; and for enforcement. <br />Staff requested Council authorization 'for staff to schedule a <br />Public Hearing for the proposed Erosion Control Ordinance. <br />Discussion included types of erosion control methods and <br />technologies; amount proposed for the escrow amount, with <br />$3,000 per acre as suggested by the MPCA, and the rationale for <br />that specific amount, as defined as actual costs by the Minnesota <br />Erosion Control Association and contractors; purpose of the <br />ordinance only referencing erosion control during construction, <br />and not dealing with lot drainage. <br />Mayor Klausing suggested that concerns voiced regarding <br />drainage concerns during flooding episodes and current City <br />design standards for drainage control methods (i.e., rain gardens, <br />holding ponds, etc.) be discussed at a future Study Session. <br />
