Department Approval: <br />��� � <br />REQUEST FOR COUNCIL ACTION <br />Manager Approved: <br />Date: 09/25/2006 <br />Item No: 3.� <br />Agenda Section: <br />Consent <br />Item Description: Consider the Issuance of a Permit to Conduct Lawful Gambling Activities at <br />2801 Snelling Avenue (Majors Sports Cafe) <br />Background <br />The North Ramsey "500" Lions Club, Inc has submitted an application to conduct lawful <br />gambling activities at Majors Sports Cafe located at 2801 Snelling Avenue in Roseville. <br />Prior to conducting lawful gambling activities, the Lions Club must receive a local gambling <br />permit approved by the Council �� a State-issued license approved by the State Gambling <br />Control Board. Although both applications move somewhat simultaneously through the <br />review/appro�al process, the State will not approve the license until the City grants local <br />approval. <br />The City currently has three licensed organizations conducting Bingo activities at the Bingo Hall. <br />In addition, there are five other pe:t7mitted organizations conducting p�lltab operations at various <br />locations. If the Council approves the permit for the Lions Club, the total number of <br />organizations conducting lawful gambling in the City will be nine (9). Under City Code, eight <br />separate premise locations are allowed including the Bingo Hall. With Council approval, the <br />number of premises conducting lawful gambling will be seven (7). <br />Applicant Information <br />The North Ramsey "500" Lions Club was formed in 1977. They hold their meetings at the VFW <br />Post #7555 located at 1145 Woc�dhill Drive in Roseville. <br />Permit Requirements <br />Permitting requirements are set forth in City Code Section 304, and State Statute, Chapter 349 <br />Lawful gambling is permitted in the City if the organization meets the following criteria: <br />a) Is licensed by the State Gambling Control Board <br />b) Is a tax exempt organization pursuant to 501(c) of the internal revenue code <br />c) Maintains a business address within the city <br />d) Complies with all other requirements as set forth in City Code and State Statute <br />The applicant currently meets all local requirements, although licensing by the State is <br />contingent upon local approval. <br />
