Permitting Considerations <br />As required by City Code, organizations conducting lawful gambling activities must contribute <br />10% of its net profits (defined as; gross receipts 1��� prizes paid 1��� expenses) derived from said <br />activities into a City-prescribed Fund for the purposes of providing funding for various <br />Roseville-based groups and events. In addition, an organization must pay an amount equal to <br />3% of the net receipts (defined as; gross receipts Tcs� prizes paid) from lawful gambling activities <br />conducted in the City for the purposes of covering the City's regulatory, administrative, and law <br />enforcement costs. <br />It is unknown as to amount of charitable monies that will contributed to the Community if the <br />Council approves the license. Based on existing pulltab operations in the City, the average <br />contribution received directly through the City is approximately $5,000 annually for each <br />organization. In addition, these same organizations contribute approximately $50,000 annually <br />directly to other groups and events, some of which remains local. <br />Staff Recommendation <br />Based on the information received, the North Ramsey "500" Lions Club, Inc. meets all of the <br />licensing requirements. Staff recommends approval by the Council subject to completed <br />background checks on the Lions Club officers that will be involved in the gambling operation. <br />Attachments <br />a) License Application from the Lions Club <br />b) Resolution approving the License for the Lions Club <br />Council Action Requested <br />Motion to approve the attached resolution granting a license for the North Ramsey "500" Lions <br />Club, Inc., to conduct lawful gambling activities at Majors Sports Cafe, located at 2801 Snelling <br />Avenue in Roseville, subj ect to completed background checks. <br />
