City Council Regular Meeting — 09/25/06 <br />DRAFT Minutes - Page 13 <br />Gary Boryczka, 2250 Acorn Road <br />Mr. Boryczka had provided written comment and attachments <br />dated September 19, 2006, that were included in the staff report <br />dated September 25, 2006, providing an historical perspective of <br />Acorn Road; the uniqueness of the neighborhood; narrowness of <br />Acorn Road; and Mr. Mueller's former campaign in 1995 for the <br />road to be left alone on the premise that it would devalue his <br />property. <br />Mr. Boryczka further addressed his concerns for public safety; <br />negative impacts on the surrounding neighborhood; storm water <br />management; tree preservation; and proposed grading and sloping <br />of the parcels to be developed. <br />Discussion included status and taxability of the Outlot A to be <br />owned by each of the four (4) parcels; responsibilities for <br />maintenance of the private roadway; conditions of the Final <br />Development Plan and Certificate of Occupancy; road width; and <br />location of driveway ingress/egress. <br />James Kilau, 2225 Acorn Road <br />Mr. Kilau spoke in opposition to the project and the devastation it <br />would create in the neighborhood. <br />Canna Romanowski, 2915 Acorn Road <br />Ms. Romanowski addressed the character of the neighborhood; <br />the existing vegetation; public safety concerns regarding <br />additional traffic impacts to the numerous walkers along Acorn <br />Road; and spoke in opposition to the project. <br />There were no further public comments. <br />Additional discussion included tree preservation; focus on the <br />proposed development before the City Council; PUD conditions <br />and leverage and enforcement options; lot size versus property <br />owner rights; and roadway width. <br />Councilmember Kough spoke in opposition to the proposal. <br />Councilmember Ihlan spoke in opposition to the proposal, based <br />
