City Council Regular Meeting — 09/25/06 <br />DRAFT Minutes ' Page 14 <br />on road design and private rather than public. Councilmember <br />Ihlan reiterated her preference for a Subdivision Moratorium on <br />Pi�D's and subdivisions to allow the City time to study <br />preservation of large lots within the City. <br />Council consensus was for staff to provide the City Council with a <br />DRAFT copy of the Planning Commission andlor Variance Board <br />meeting minutes with the staff report for land use cases. <br />Ihlan moved, Kough seconded, DENIAL of the <br />PRELIMINARY PLAT, creating four single-family lots and a <br />private road; DENIAL of REZONING from R-�, Single-family <br />Residence District to Planned Unit Development with an <br />underlying zoning of R-1; and DENIAL of the GENERAL <br />CONCEPT DEVELOPMENT PLANNED UNIT <br />DEVELOPMENT PLAN; based on concerns about <br />compatibility of four single-family lots with a road <br />surrounding the neighborhood; loss of trees and open space; <br />drainage issues with contiguous properties remain <br />unanswered at this time; and concerns that the design of the <br />road raises safety issues, as well as neighborhood <br />compatibility issues given the dimension of Acorn Road at 19 <br />feet with no sidewalks; parking concerns; private road and <br />enforceability of restrictions and maintenance; and access <br />emergency vehicles and other public safety concerns. <br />Upon the advice of the City Attorney, Mayor Klausing ru�ed <br />division of the question. <br />Councilmember Ihlan spoke in support of the motion to deny. <br />Councilmember Maschka expressed his concern with the private <br />road; opining that it worked initially, but later problems with <br />maintenance prevailed. <br />Councilmember Pust expressed concern about the road; opining <br />her preference to get the road to match Acorn Road. <br />Councilmember Kough spoke in support of the motion to deny; <br />opining that the development changed the neighborhood and was <br />unreasonable; property values; and expressed concern with the <br />
