Council consensus was for staff to provide the City Council with a DRAFT copy of the Planning Commission andlor Variance Board meeting minutes with the staff report for land use cases. Ihlan moved, Kough seconded, DENIAL of the PRELIMINARY PLAT, creating four single-family lots and a private road; DENIAL of REZONING from R-�, Single-family Residence District to Planned Unit Development with an underlying zoning of R-1; and DENIAL of the GENERAL CONCEPT DEVELOPMENT PLANNED UNIT DEVELOPMENT PLAN; based on concerns about compatibility of four single-family lots with a road surrounding the neighborhood; loss of trees and open space; drainage issues with contiguous properties remain unanswered at this time; and concerns that the design of the road raises safety issues, as well as neighborhood compatibility issues given the dimension of Acorn Road at 19 feet with no sidewalks; parking concerns; private road and enforceability of restrictions and maintenance; and access emergency vehicles and other public safety concerns. Upon the advice of the City Attorney, Mayor Klausing ru�ed division of the question. Councilmember Ihlan spoke in support of the motion to deny. Councilmember Maschka expressed his concern with the private road; opining that it worked initially, but later problems with maintenance prevailed. Councilmember Pust expressed concern about the road; opining her preference to get the road to match Acorn Road. Councilmember Kough spoke in support of the motion to deny; opining that the development changed the neighborhood and was unreasonable; property values; and expressed concern with the
