Request for Council Action <br />Department Approval <br />Item Description: <br />Approving Switch to Weekly <br />Manager Approval <br />Date: October 23,2006 <br />Item Number: 3.h <br />Agenda Section <br />��ling Service, Adding Aseptic Packaging <br />At its October 24,2005 meeting the City Council approved awarding a contract for Recycling Service to <br />Eureka Recycling. Councilmembers requested the final contract contain a provision laying out the terms <br />for switching from the current every other week collection to weekly collection. <br />That provision requires the City to notify Eureka Recycling of the City's desire to switch to weel�ly <br />collection of eurbside residential recycling by November 1 of the year preceding the switch. The switch <br />would then occur on or about Earth Day of the subsequent calendar year. Eureka would be responsible <br />for publicizing the switch. <br />The Council discussed the benefits of switching to weel�ly collection at its Study Sessions on September <br />18 and October 16,2006 — more convenient for residents, additional material collected. <br />According to the pilot study the City conducted in 2004-2005, the residents are projected to put the most <br />material out for collection (see table below) through weel�ly collection. <br />from Table ES-3 <br />Comparison of Projected Pounds Per HH Per Year <br />Weel�ly 748.80 <br />Single-Stream 732.16 <br />Larger Bins 698.62 <br />Addt'1 Education 657.80 <br />(from City of Roseville Recycling Pilot Program Summary, December 2005) <br />Also 62% of residents surveyed who participated in the weekly collection pilot preferred weekly <br />collection over every other week collection. When asked what they liked about weekly collection <br />residents said "It was easy to NemembeN when to put out my Necycling" (76%) and "I didn't have to keep <br />as much mateNial in my house" (53.9%). <br />According to the pricing structure in Eureka's proposal, the cost for weekly curbside collection in 2007 <br />would be $2.45 per household per month — with biweekly collection the City would pay $2.14 per <br />householdper month in 2007. Switching to weel�ly collectionwould cost an additional $39,337.20 in <br />2007. Through the first three quarters of 2006, Roseville has received more than $64,000 in revenue <br />sharing from the sale of our recyclable material. Proceeds from the revenue sharing would be used to <br />cover the additional expense of weekly collection. <br />Meanwhile Eureka is offering to expand the list of materials its collects for recycling to include aseptic <br />and gable top packaging (see attachment 1).
