MN 55101 <br />RE: Tax Base RevitalizationAccount Grant Application <br />Dear Marcus, <br />Enclosed please find the Metropolitan Council Tax Base RevitalizationAccount Grant <br />Application along with the Department of Employment and Economic Development <br />Contamination Cleanup Grant Application and the Ramsey County Environmental <br />Response Fund Application. <br />This project is designed for a 3.32 acre site currently owned by Mounds View <br />Independent School District 621. On the site sits an abandoned building that has been <br />used as a barn, a horse stable, Catholic Digest headquarters, and, most recently, <br />administrative space for the Mounds View Public Schools. The building sits on soil and <br />groundwaterthat is contaminated with tetrachloroethene(PCE). The cost to cleanup the <br />site is approaching a$2 million estimate, but the site is worth less than $500,000 even if <br />it were not contaminated. Unless the school district can receive funding to clean up the <br />contamination, it will have no choice b�t to let the building continue to sit vacant. <br />The school district has found developers willing to buy the site and build eleven single <br />family homes in the heart of a residential neighborhood. The school district is requesting <br />funding to help with the cleanup of the site, the bulk of which has been requested from <br />DEED. The school district is asking the Metropolitan Council for a grant from the Tax <br />Base RevitalizationAccount to offset its required match for the DEED funding. <br />The school district has been working with the Minnesota Pollution Control Agency to <br />develop a comprehensive Response Action Plan (RAP) for the site. The RAP is designed <br />to clean up the site to residential standards. The RAP involves soil removal, groundwater <br />remediation, and an aggressive soil vapor extraction system to insure the safety of the <br />entire neighborhood. <br />The developmentand cleanup plans for this site are consistent with the Metropolitan <br />Council's priority to increase the tax base of the area and provide affordable housing. <br />The additional benefits include the fact that cleanup will be performed to a residential <br />standard, consistent with the end use of the site, and at a level where additional cleanup in <br />���,� 7 <br />
