REQUEST FOR COUNCIL ACT10N
Department Approval: Manager Aaved:
r; ,

Date: 10123106
Item #: 9.
Agenda Section:
€C,; ir.ti t:s Tir
Item Description: ../
City Manager Search Progress Report & Consideration of Process Next Steps
Backeround:
During the July 24t` meeting Council selected one of four options to move forward with the process to
hire the next City Manager. Under the approved option City Council named dona Bacon as the
project lead and established a budget of approximately$12,000 to work with.
During the August 28` meeting Council approved the advertising brochure to be utilized as well as a
general tmeline for the process. In meeting with this tie.e staff as posted the position and
advertised with the League of MN Cities, Star &Tribune, govjobs.corri, and ZCMA. The cost for this
advertising has been approximately $1,525.
Eight external panelists and eight internal panelists felt to be most involved in the community and
those who could bring pertinent knowledge and background to the selection process have been
confirmed with Council support. These panelists will conduct their interviews on November 17,2006.
The application deadline was on October "'' at which time the 21 applications received were couriered
to PDI the executive search firm that was awarded the bid in September. Harry Brull from PDI is
currently reviewing and narrowing the candidate pool to the top ten and will be meeting with Council
on October 315 at 4:00 in special session to again narrow the candidates to those finalists selected for
interviews.
Per an emai sent to Council on October " regarding travel expenses due to the large number of out of
state applicants, Council responses supported moving Council interviews up to November 16, 2006
with a public forum or social to also be conducted that day as well to minimizeprocess expenses.
Council also in this email expressed support to have any newly appointed Council members to sit in on
the November 16 interviews in an advisory capacity. However, Council still needs to provide
direction around interview times and whether Council wishes to conduct interviews by panel or
individually as well as direction with regard to the details of the public forum or social.
Panelist and candidate interview packets are currently being developed and will contain information
surrounding the process and the City. These will be sent out once Council makes their selection of the
'ass on October 315t
Council must still decide which finalists to test, what type of testing to conduct, and who will conduct
the testing. Staff is currently researching the marketplace with regard to available testing and cost.
Staff will provide an update to Council surround this as soon as it is readily available.
