REQUEST FOR COUNCIL ACTION <br />DATE: 11/13/06 <br />ITEM: 3.f <br />Department Approval: Manager Reviewed: Agenda Section: <br />� � <br />� <br />� — -- - • - <br />Item Description: Approve a One Year Agreement with Metro Transit for a Park and Ride <br />Facility at the Skating Center. <br />Background: Metro Transit operated a Park and Ride Facility at the Skating Center south <br />parl�ing lot from 1980 until 2003. An agreement was signed by both parties in 1980 for this joint <br />use. The original agreement was for 20 years and renewable by mutual agreement. The use of this <br />Park and Ride facility waned to the point that in 2003 Metro Transit discontinued its use and <br />removed their transit shelter. <br />The use of Park and Ride facilities has increased significantly in the past two years as energy <br />costs increased. The facility at Rasedate is currently serving over 500 vehicles daily. This is over <br />the 375 spaces allowed in the agreement between �osedale and Metro Transit. Roseda�e has <br />asked Metro Transit to reduce to the agreed upon spaces by the Holiday shopping season. Metro <br />Transit staff approached the city staff about a new agreement to allow a Park and Ride facility at <br />the city campus again on a short term basis. They are also exploring an additional facility at <br />Grace Church. They are searching for a new permanent site for a facility in Roseville to <br />accommodate approximately 500 vehicles. This needs to be accomplished within 5 years as the <br />new Rasedale agreement expires at that time. <br />Staff feels the City Campus can support up to 50 vehicles at the south Skating Center parking lot <br />for this purpose without major impact on other daytime uses. A draft agreement (AttachinentA) <br />that would allow Metro Transit use of up to 50 vehicle spaces is attached. Metro Transit will <br />reimburse the City for maintenance costs for this portion of the parl�ing lot for items such as <br />snowplowing, sweeping, and sealcoating due to wear and tear. <br />Discussion: Staff and the City Attorney are worl�ing with Metro Transit on the agreement. We <br />recommend the Council approve this agreement subject to final staff and Attorney review, as <br />Metro Transit is under a tight timeline to get a reduction in usage at Rosedale. Roseville has a <br />history of supporting transit alternatives for its residents and this agreement continues that <br />support. <br />Recommended Council Action: Motion to approve an Agreement between Metropolitan <br />Council and the City of Roseville for a 50 space Park and Ride facility at the Skating Center <br />subject to final staff and Attorney review. <br />Prepared By: Duane Schwartz <br />
