5.0 RECOMMENDED CONDITIONS: <br />The following are staff-recommended conditions for approval of Oak Acres: <br />�. � The applicant must work with City Staff on the preservation of mature, high-quality trees <br />at or near the periphery of the property. The applicant must submit a tree preservation <br />plan, based on a tree inventory survey, indicating which trees are to be preserved or <br />relocated during grading and home construction; this plan must be reviewed and <br />approved by the Roseville Development Review Committee prior to issuing permits. <br />�.1 The design of the proposed street and cul-de-sac must be consistent with the City Code as <br />a requirement for acceptance by the City. The necessary right-of-way for the cul-de-sac <br />and street must be dedicated as a component of the FINAL PLAT. <br />�.; The proposed project must receive approval by the Rice Creek Watershed and the <br />Roseville Public Works/Engi�eexing Department regarding grading, drainage, and storm <br />water management plans. <br />�.•� The applicant must receive approval from the Public Worksl�llgineering Department for <br />the location and sizing of utilities to serve the project and for the design of the proposed <br />cul-de-sac roadway. <br />�� Oak Acres is responsible for park dedication, which must be determined by the Par1�� & <br />Recreation Commission; their recommendation will be forwarded to the City Council. <br />6.� STAFF RECOMMENDATION: <br />� I Based on the information in Section 4 and the conditions of Section 5 of the project <br />report dated November 1,2006, the Community Development staff recommends approval <br />of the PRELIMINARY PLAT for the 1.9 acre parcel located at 2201 Acorn Road. <br />7_� PLANNING COMMISSION ACTION: <br />'�, i On November 1, the Roseville Planning Commission held the public hearing regarding <br />the Mueller request. At the hearing, a number of the adjacent residents addressed the <br />Commission with concerns related to what specifically changed from the last request to <br />the current request, structure setbacks, tree removal, storm water management, <br />desigz�lwidth of road, on-street parking, and property value (see attached draft minutes). <br />�_'_ Mr. Mueller also addressed the Planning Commission indicating that when the Acorn <br />Road area was first created nothing more that farm fields surrounded the development <br />and since much has changed. He indicated a willingness to work with neighbors and <br />stated that although a number of trees would be removed, he planned to plant many more <br />in their place. <br />?. � The Planning Commission voted (6-0) to recommend approval of the four lot <br />PRELIMINARY PLAT of Oak Acres, by Art Mueller, subject to conditions. <br />P�379I_12CA_1113U6.doc Page 3 of 4 <br />
