City Council Regular Meeting-10123106 <br />DRAFT Minutes - Page 19 <br />Further discussion ensued as to preferences for the City Council <br />meeting individually or as a body for interviewing purposes. <br />Staff advise that both the October 31 and November 16, 2006 <br />meetings would be noticed as public meetings. <br />Mayor Klausing expressed his preference for City Council <br />interviews, the forum, and one-on-one meetings with each <br />candidate by individual Councilmembers. <br />Councilmember Maschka concurred with individual interviews, <br />rather than in a more formal environment; and then to hold <br />discussions in an open meeting. <br />City Attorney Anderson cautioned that he would need to review <br />recent case law to determine the Open Meeting law and serial <br />interview perceptions prior to providing legal counsel on the <br />appropriateness of individual interviews. <br />Mayor Klausing advised that, with the previous City Manager <br />vacancy, each candidate rotated through each Councilmember, <br />with each Councilmember having an opportunity to personally <br />interview each candidate while being very conscious about not <br />talking about the applicants until they came back together as a <br />group. <br />Ms. Bacon reviewed the interview schedule from the last <br />vacancy, concumng that the one-on-one interviews were <br />advertised as a public meeting, and the public was welcome to sit <br />in at any or all of the individual interviews. <br />Mayor Klausing opined that it was the consensus of each <br />Councilmember to have an open process and abide by the spirit <br />and letter of the law. <br />City Attorney Anderson was directed to review recent case law to <br />determine the Open Meeting law and serial interview processes, <br />and advise the City Council of his legal opinion on the <br />appropriateness of individual interviews. <br />
