City Council RegularMeeting-10123106 <br />DRAFT Minutes � Page 23 <br />implementation and success of the wellness plan; potential <br />cooperative ventures of surrounding cities and impacts of user <br />history; higher deductibles and rewards through City <br />contributions to Health Reserve Accounts; and negotiations with <br />staff and Medica to reduce premium increases from 29% to <br />15. �°/Q, with the overall cost to the City down to a 9.5% increase <br />from 2006 to 2007. <br />Ms. Bacon advised Councilmember of ongoing attempts of the <br />City Employee Benefits Committee, including Union <br />representatives, to minimize costs and increases to the City and <br />staff, and increasing the risks to the employee by increased <br />deductibles and co-pays to encourage individual healthcare <br />management. <br />Ms. Bacon briefly reviewed each benefit, City contribution <br />history and philosophy, and financial impacts to the City, and <br />sought Council approval of the insurance program and fund <br />allocation for the respective contracts as outlined in the Request <br />for Council Action dated October 23, 2006; pending review and <br />approval by the City Attorney. <br />Pust moved, Ihlan seconded, approval of the insurance program <br />and fun�. allocation as outlined in the staff report dated October <br />23, 2006, for City employee respective contracts; subject to <br />review and approval by the City Attorney. <br />Roll Call <br />Ayes: Kough; Maschka; Ihlan; Pust and Klausing. <br />Nays: None. <br />Mayor Klausing thanked Ms. Bacon for her presentations and <br />research. <br />t t.
