City Council Regular Meeting —10/23/Q5 <br />DRA�"T Minutes - Page 34 <br />opined her preference for leaving the request fairly open <br />to allow the firms to identify issues needing review. <br />Mr. Stark reminded Councilmembers that, in September, <br />the City Council authorized the firm of DWLT to update <br />the AUAR, and the City had entered into a legally binding <br />contract; and sought direction from the Council on the <br />status of the contract and further Council direction to staff. <br />Mr. Stark was advised by Mayor Klausing to continue <br />with the update as per the contract with DSU. <br />Mr. Miller sought exact language for crafting a letter <br />seeking proposals; noting the difficulties expressed by <br />responding firms with the previous open-ended questions, <br />confusion among the firms responding. <br />Councilmember Ihlan volunteered to provide specific <br />language to Mr. Miller. <br />City Attorney Anderson cautioned that previous language <br />was very vague, and may provide wide-ranging proposals. <br />Roll Call <br />Ayes: Kough; Ihlan and Pust. <br />Nays: Maschka and Klausing. <br />Motion carried. <br />15.c Request of Cauncilmember Kough; Discussion of the <br />2007 Budget and Proposed City Property Tax Levy <br />Considerable discussion ensued related to interpretations <br />of individual Councilmembers to the Preliminary 2007 <br />Levy and Budget adopted on September 11, 2006; and <br />differentials between the City Manager's recommended <br />budget and additional allocations as outlined in the staff <br />report dated October 23, 2006 related to continuing <br />discussions on the 2007 Budget. <br />Discussion included those items included and those <br />excluded in the Preliminary Levy at 5.0%; those <br />additional requests of specific departments; various tax <br />
