City Council Regular Meeting-10123106 <br />DRAFT Minutes - Page 33 <br />conclusion. <br />Councilmember Pust opined that she wasn't opposed to <br />getting other bids from other counsel, as long as the City's <br />existing counsel (City Attorney) provided their input as <br />well. <br />City Attorney Anderson opined that their advice would be <br />within the realm of their retainer, so there would be no <br />additional charge to the City, as no litigation was required. <br />Councilmember Pust spoke in favor of the motion, <br />provided that the language included the provision that a <br />bid would be requested from existing counsel, outlining <br />their areas of expertise in environmental matters. <br />Councilmember Pust opined that the public didn't <br />understand the expertise of the City's existing counsel. <br />Councilmember Ihlan restated her motion: <br />Ihlan moved, Kough seconded, authorizing calling for <br />proposals for environmental counsel to advise on <br />appropriate environmental review for the Twin Lakes <br />area. <br />Councilmember Pust opined that she was not in favor of <br />the language stating that additional counsel should be <br />hired. <br />Councilmember Ihlan offered to amend language to <br />authorize bids or requests for proposals (R�P's) for <br />environmental counsel. <br />City Attorney Anderson sought clarification on what the <br />firms were to bid on; and opined that the bids would vary <br />depending on the scope of services required. <br />Further discussion ensued. <br />Councilmember Ihlan opined that different firms may <br />have different areas of expertise, and some may want to <br />bid on the entire process.
