No plat shail be required <br />for anv lot division which adiusts or relocates a <br />commbn lot line separating two IptS and which <br />does not create a new undeveloped parcel, tract <br />or lot that complies, alone or in combination with <br />one or more other parcels, tracts or lats, with the <br />aqplicable minimum lot area and other <br />requirements of this Section and Section 850 of <br />this Code. 'I Grant by Council. I n connection with the <br />preliminary or final approval of a plat or <br />subdivision the Councii may grant variances from <br />the provisions of this Section. The Councii Sha[i <br />grant variances oniy upon findinq that an unusual <br />hardship exists as to the land within the plat or <br />subdivision, and specifically that: <br />A. The hardship is not a mere inconvenience; <br />E.
