A building permit or other permit for the <br />development or improvement of any parcel, tract, or lot may be denied for any <br />of the reasons set out i n this Subsection: <br />Subd. 'I Violations of M.S. 462. I f the parcel, <br />tract or lot is conveyed in violation of the <br />provisions of M.S. 462. <br />Subd. 2 Non-Compliance. I f the parcel, tract or <br />Ivt is within anv plat or subdivision made after <br />adoption of this section which does not comply <br />with the requirements of this Section and was not <br />approved by the Councii pursuant to this Section <br />Subd. 3 Filing. I f the parcel, tract or lot is in any <br />plat made after adaption of this Section which has <br />not been filed and a certified copy delivered to the <br />Planner as required by Subd. 4 of Subsection <br />810.10. <br />Subd. 4 Ou�lot. I f the parcel, tract or lot is an <br />aut�at. <br />810.07 Outlots. I t is the policy of the City to allow ouilats on plats and <br />subdivisions presented to the City for approval pursuant to this Section, but <br />only for the purpose of simplifying the descriptions of parcels of land (i} that <br />would otherwise be excepted from the platted area, or (ii) that are to be <br />conveyed or dedicated to the City or other public body. Therefore, any autlots <br />shown on a plat or subdivision approved by the Council shail not be, nor be <br />deemed to be, iqts or parcels as defined i n Section 850 of this Code, nor shal� <br />anyr qut[pk5 be de�elopes� by the erection or placing of improvements on the <br />outlots, unless first replat�e� into lot5 and blocks pursuant to this Section and <br />the applicable provisions of State Law. Except, however, improvements may <br />be erected or placed by the City or other public body upon outlots conveyed or <br />dedicated to it. <br />810.08 Double Dwelling Unit District (R-2) and Townhouse Plats. <br />Subd.
