Department Approval: <br />J� <br />ltt�n Description: <br />1 F� <br />�,t� <br />�.[� <br />�.. ] <br />�.� <br />Request for Council Action <br />City �r1��rr-s�cF'�]��kr,��rk�: <br />DATE: 11 /27/06 <br />ITEM NO: 8. <br />Agenda Section: <br />�i�=�1R Xip��#�—Aut�i�ri�a�i��r u��oc�x�ter�t Disiributiu�ti for yD-da�= <br />Public Comment Period <br />REQUESTED ACTION: <br />By resolution, determine that the Twin Lalces Business Parlc AUAR Update is complete and <br />accurate, and authorize its distribution to the commenting agencies for the required ten-day <br />public comment period. <br />BACKGROUND: <br />In August 2001, the City of Roseville adopted an Alternative Urban Arcawide Review <br />(AUAR) for the Twin Lalces Area. <br />On June 20,2006, the Roseville City Council unanimously approved a motion directing staff <br />to talce steps necessary to update the 2001 AUAR, as its five-year scope had elapsed. <br />?.� On September 20,2006, the Roseville City Council approved a motion accepting a contract <br />with the consulting fu�rn DSU to assist the City in completing the update of the Twin Lalces <br />AUAR. <br />:.'.� On November 20,2006, Ciara Schlichting of DSU presented the City Council with an <br />overview of the AUAR Update Process and significant changes between the original 2001 <br />AUAR and the 2006 Update. <br />�, � The required AUAR update process includes a ten-day public comment period. Prior to the <br />Responsible GovernmentalUnit (RGU) (the City of Roseville adopting the AUAR Update), <br />the RGU must authorize distribution of the document for a ten-day public comment period. <br />As stated in subpart 7, item H of MinnesotaRule 44103610, which is entitled Updating the <br />Review: "The environmental analvsis document and �ian for mitigation must be revised bv <br />preparing, distributing and reviewing revised documents in accordance with subpart 5, items <br />D to H, exe�pt that the documents must be distributed to all versons on the EAW <br />distribution list. .." Subpart 5, items D to H explain the distribution process for a fmal <br />environmental analysis document, which includes the RGU sending the document out for a <br />ten- day (business days) public comment period to the agencies and organizations included <br />on the �QB's EAW distribution list. The document will be available for public review at <br />EQB designated libraries, a local library, city hall, and the city's �vebsite. If the RGU <br />receives comments from any of the reviewing agencies or the public, it has approximately <br />five to ten days to malce the requested changes. If a state agency or the Metropolitan Council <br />files an obj ection to the AUAR update, then the procedures set forth in Minnesota Rule <br />44103610 subpart 5 F must be followed. <br />112706 AUAR Update Document Distribution Authorization Page 1 of 5 <br />
