2.6 By authorizing distribution of the AUAR update, the RGU is determining the AUAR Update
"complete and accurate (EQB Guidance Document)."In making this determination, the
RGU is in essence approving the AUAR Update. If no objections are filed, the RGU is
required to adopt the AUAR Update.
2.7 During the ten-day public comment period, organizations and the general public that are not
afforded the ability to "object" under Minnesota Rules, can provide comments to the RGU.
If the RGU receives such comments on the draf document during the ten-day review period
it is up to the City Council to determine how to tal{e those comments into consideration. If
such comments are integrated into the draft document and represent a significant change in
the analysis or the mitigation plan, the City would need to consult with the EQB and
potentially redistribute the document for a second round of agency review.
3.0 SUGGESTED ACTION:
3.1 By resolution, determine that the Twin Lakes Business Park AUAR Update is complete and
accurate and authorize its distribution to the organizations on the Q's EAW distribution
list for the required ten-day objection period.
3.2 If the Council does not determine that the document is complete and accurate, and therefore
determines not to distribute the AUAR Update at this time, table the discussion for a later
meeting and provide staff direction on specific incomplete or inaccurate information in the
document.
112706 AUAR Update Document DistrifuCioi Authoriaatian Page 2 of 5
