EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />����������������� <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota was duly held on the 27th day of November, 2006, at 6:00 <br />p.m. <br />The following members were present: <br />and the followingwere absent: none. <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION No. <br />A Resolution Authorizing the Distribution of Draft Final Alternative Urban Areawjde Review <br />Update Document for the Twin Lakes Business Park <br />WHEREAS, In August 2001, the City of Roseville acting as the Responsible Covernrnental Unit <br />approved an Alternative Urban A�eawide Review for the Twin Lalces Business Parlc Area. <br />WHEREAS, The five-yeartime period of the document has elapsed, which triggers the updating <br />an AUAR document under Minnesota Rule Section 44103610 Subp. 7 A. <br />WHEREAS, On June 20,2006, the Roseville City Council unanimouslyapproved a motion <br />directing staff to talce steps necessary to update the 2001. <br />WHEREAS, On September 20,2006, the Roseville City Council initiated the development of the <br />AUAR Update by approving a motion to accepting a contract with the consulting firm DSU to assist <br />the City in completing the update of the Twin Lalces AUAR. <br />WHEREAS, Distribution of the draft Final AUAR Update is required by Minnesota Rules Section <br />44103610 Subp. 5 D. <br />WHEREAS, Distribution of the proposed draft Final AUAR Update does not constitute approval <br />of any specific proj ect pursuant to zoning, subdivision, or other off'icial controls of either the City of <br />Roseville, as applicable. Rather, preparation and distribution of the proposed draft Final AUAR <br />Update is mandated by the Environmental Review Program, Environmental Quality Board, Chapter <br />4410 Minnesota Rules. Any proposed specific project within the AUAR area remains subject to <br />applicable local zoning, subdivision, or other official controls. Specific proj ects that are consistent <br />with the assumptions of the adopted Final AUAR and that comply with the mitigation plan within <br />the Final AUAR Update are exempt from iurther environmentalreview pursuant to Minnesota <br />112706 AUAR Update Document Disiribution Authorization Page 3 of 5 <br />
