City Council Regular Meeting —11/13/06 <br />DRAFT Minutes ' Page 15 <br />Nays: None. <br />Councilmember-Initiated Agenda Items for Upcoming <br />Meetings <br />Councilmember Ihlan provided three items for inclusion on the <br />upcoming November 20,2006 City Council Study Session: <br />1) Legal update and Council discussion on the status of the <br />Twin Lakes development agreement now that Court of <br />Appeals decision is final — whether the agreement is void, <br />or whether it needs to be terminated before any future <br />development proposals move forward. <br />2) Update and Council discussion regarding developers' <br />requests for public subsidies andJor use of eminent domain <br />for the new Rottlund proposal. <br />3) I propose that the Council hold a"Twin Lakes Summit" <br />where Council and staff can receive public input on the <br />future of Twin Lakes redevelopment — and would like to <br />have Council discussion on this idea. <br />Councilmember Kough requested the addition of a fourth item: <br />4) Review of the contract with Rottlund Homes only, not <br />Roseville Properties for reimbursement of funds. <br />Councilmember Ihlan opined that this fourth item was included as <br />part of her 1 s� agenda item as referenced. <br />Mayor Klausing opined that the development agreement was with <br />Twin Lakes, LLC, with numerous parties represented on the <br />development team. <br />Councilmember Kough also questioned whether the new Rottlund <br />Proposal would require amendment to the Comprehensive Plan, <br />thus requiring a 4/5 vote. <br />Mayor Klausing advised that, once the application came before <br />the City Council, the staff report would include that information <br />and City Attorney opinion. <br />Community Development Director John Stark concurred with <br />Mayor Klausing that such information would be a part of any staff <br />report regarding a land use application; and that staff would also <br />Counciimembear- <br />Initiated <br />Agenda Items for <br />Upcoming Meetings <br />
