o Conditional Use Pe�mit (�esidential): This �evision is being suggested to b�ing this <br />pe�mit fee in line with that of the �esidential va�iance pe�mit fee (of which it has simila� <br />requirements of tinze%ost). <br />o Mino� Subdivison: The City Planne� has estimated that the ave�age mino� subdivision <br />�eview takes at least 8 to 10 hou�s. At the City Planne� pa�/benef ts �ate, this would <br />equate to a fee of app�oximately $350. <br />0 11�w Va�iance Appeal Fees: Based on conve�sations with the Va�iance Boa�d and <br />Planning Commission, staff is �ecommending a fee to cove� the basic costs of the <br />va�iance appeal p�ocess (pt�oviding notice and p�oducing and p�esenting a staff �epo�t <br />with any �equi�ed site �eview). I am suggesting that this fee initially be $1 SO fo� <br />�esidential appeals and $250 fo� comme�cial appeals. I feel positive that these a�e <br />conse�vative estimates of actual stafftime associated with these applications <br />o.New Revised Land-Use Application Fees: When an applicant makes an amendment to a <br />land-use applica��iar� (PUD, ,Rezoning, CUP, Va�iance o� Inte�im Use pe�mit), the�e a�e <br />costs associated with p�ocessing that application. In the past, staff has inte�p�eted these <br />�evisions as eithe� being substantially d�e�ent enough to be t�eated as "new" <br />applications and fully assessed the o�iginal application fee o� mino� enough that no new <br />fee is required. I am suggestzng that staff be given the flexibility to determine whether the <br />�evision is mino� (�esulting in a�ecommended �equi�ement of a fee equaling 33% of the <br />o�iginal fee) o� �raajo� (�esulting in a�ecommended �equi�ement of afe e equaling 66% of <br />the o�iginal fee). <br />o,1���� Ext�a Mailing Cost Fee: Some public hea�ing notices may only go to a few p�ope�ty <br />owners while others may be sent to as many as 750 property owners. The current fee <br />schedule does not allow fo� an additional mailing fee fo� p�ojects �equi�ing la�ge <br />numbe�s of mailings. I am suggesting an additional fee fo� �equi�ed mailed notices when <br />mo�e than fifty (SO) a�e �equi�ed at a cost of $ 0.45 fo� each mailed notice. This cost is <br />based on postage and supply costs associated with mailed notice post ca�ds. <br />Financial Impacts <br />Based on the recommended fee adjustments, it is projected that revised fees will generate <br />revenues sufficient to cover the City's added regulatory and administrative costs. The applicable <br />revenues and expenditures have been included in the 2007 Budget. <br />Attachments <br />a) 2007 Proposed Fee Schedule <br />Council Action Requested <br />Approve the attached Resolution adopting the 2007 Fee Schedule, which shall go into effect as <br />of January 1, 2007. <br />
