• The quality and the extent of the existingpa�ks and facilities with the di�e need to <br />r�eplace/u�g�ade%r�harxce <br />At this time the commission does not recommend an increase in co�n�nercial/industrial fees but <br />will be analyzing and discussing this fu�the� at a,future meeting. <br />Building Permit & Development Fees <br />See excerpts of inemos below from the Community Development Staff. <br />Buildin� Permit Fees <br />Attached is a d�aft p�oposal fo� pe�mit fee inc�eases f'or 2007. The justification fo� these <br />inc�eases is as follows: <br />• The Inspection Division collects pe�mit �evenue based upon fees calculated by job cost <br />valuation (which theo�etically �ises with inflation) fo� app�ox. 80% of its �evenue. <br />• Because revenues were not keeping up with expenditures over the past few years, the <br />division began (in app�oximately 2004) inc�easing othe� fees (the 20%) by the ave�age of <br />its expenditu�e inc�eases. Expenditu�e inc�eases have ave�aged 3.5% yea�ly since 2000. <br />Fee inc�eases have ave�aged 3.0% since about �004. <br />• Small yea�ly inc�eases of afew dolla�s a�e much more acceptable to cont�acto�s and the <br />public than a�e la�ge� inc�eases eve�yfive yea�s o� so. <br />. Most set fees have been inc�eased app�oximately 3% to �eflect the inc�eased cost of <br />providing those services. �aseville's fees remain in line rvith other Metro area building <br />department fee structures. <br />. Fo� 2007 some fees have been adjusted to mo�e accu�ately �eflect the cost of p�oviding <br />those se�vices; mechanical pe�mits involving field inspections a�e p�oposed to inc�ease <br />f�om $44.00 to $50.00 (14%), comme�cial sewe� and wate� pe�mits a�e p�oposed to <br />inc�ease f�om $225. 00 to $250. 00 (11 %� <br />• Fo� 2007 some fees have been �educed and conve�ted to set p�ice fees to �eflect the lowe� <br />cost ofp�oviding those se�vices and to simplify the issuance p�ocess; shed pe�mits, fence <br />pe�mits and d�aintile pe�mits (ave�age �eduction of 9%). <br />� Fo� 2007 some fees have been given a minimum fee to �eflect the base cost ofp�oviding <br />those se�vices; �oofing pe�mits, window �eplacement pe�mits and �e-siding pe�mits. <br />Develaprz�ent Fees <br />The suggested �evisions to the "land-use pe�mit fees" appea� on pages 1 and 2 of the attached <br />fee schedule. Those suggested �evisions a�e as follows: <br />o Planned Unit Development (PUD fees): The City Planne� has estimated that the ave�age <br />PUD �eview lakes at least 25 to 30 hou�s fo� both the p�elimina�y and finaZ PUD. At the <br />City Planne� pay/benefits �ate, this would equate to a fee of app�oximately $1, 000. <br />
