Request for Council Discussion <br />DATE: 12/04/2006 <br />ITEM NO: 6. � <br />Department Approval: City Manager Approval: Agenda Sectio�i: <br />as <br />lt�iii DcS�rtpFio�x: b� ti �` T�vio La�+�s B���ae�� �}�rtk ���1l� �'�d��� <br />���.������� � <br />] •[M REQUESTED ACTION: <br />I. f� Provide staff with direction as to how the Council wants to proceed with the Twin Lakes <br />Business Park AUAR Update. <br />��fM BACKGROUND: <br />�. � In August 2001, the City of Roseville adopted an Alternative Urban Areawide Review <br />(AUAR) for the Twin Lakes Area. <br />?.� On June 20,2006, the Roseville City Council unanimously approved a motion directing staff <br />to take steps necessary to update the 2001 AUAR as its five-year life-span was ending in <br />August. <br />'. ti On September 20,2006, the Roseville City Council approved a motion accepting a contract <br />with the consulting firm DSU to assist the City in completing the update of the Twin Lakes <br />AUAR. <br />?.� On October 25,2006, the City hosted a"scoping" meeting to discuss the proposed approach <br />to the update. (All required reviewing agencies were invited.) Facilitated by DSU, this <br />meeting focused on the proposed analysis that would be used in determining potential <br />environmental impacts within the update area if redevelopment in accordance with the <br />Comprehensive Plan and/ar known development plans. <br />?.� On November 2,2006, the City held a community open house to present the proposed scope <br />of the AUAR Update. Postcard invitations were sent to the Twin Lakes contact area as well <br />as to those who participated in the Twin Lakes Stakeholder Process approximately two <br />weeks prior to the event. <br />�`� On November 20,2006, Ciara Schlichting of DSU presented the City Council with an <br />overview of the AUAR Update Process and significant changes between the original 2001 <br />AUAR and the 2006 Update. <br />-'.? On November 27,2006, the Council tabled the scheduled public hearing of the AUAR <br />Update in light of the receipt of a letter from Roseville Twin Lakes LLC (the developer) <br />requesting to sever the Contract for Redevelopment between the developer and the City of <br />Roseville for properties within the Twin Lakes redevelopment area. <br />?.� The withdrawal of Roseville Twin Lakes L�,C'� Twin Lakes West proposal does impact the <br />draft Final Twin Lakcs AUAR Update. EQB rules require that the RGU examine an <br />alter��aCive based on its comprehensive plan (Scenario lA) as well as a scenario that includes <br />Page 1 of 4 <br />
