all known development plans (Scenario 1B). As the draft AUAR update was prepared <br />between the submission and withdrawal of the Twin Lakes West concept plan, Scenario 1� <br />incorporated this concept plan. (See attached maps for Scenario lA and 1B.) <br />29 The U.S. General Service Administration is in the process of identifying a new location for <br />the field office Federal Bureau of Investigation. Forrest Hudson, the Contracting <br />Of�cez-/��alty Specialist, has and continues to be in contact with staff regarding the <br />possibility of locating this facility in the Twin Lakes project area. This would be a taxed, <br />privately owned facility with a long-tenn federal lease and bring approximately 2501iving-- <br />wage jobs to the community. In conversations with staff, Mr. Hudson has indicated that the <br />completion of an environmental review (such as an AUAR) would be a factor in their site <br />selection process and that completion of such a review by their property selection deadline <br />(understood to be in February 2007) could be a competitive advantage for this site. <br />3.0 POTENTIAL AUAR UPDATE ALTERNATIVES <br />3.1 The withdrawal of the Twin Lakes West concept plan offers the City an opportunity to <br />consider how or if it wants to proceed with the update of the Twin Lakes AUAR. The <br />following identifies four alternatives approaches to conclude the AUAR Update process and <br />describes potential impacts of each alternative. <br />A. Do not com�lete the u�date: The City Council could decide that it does not want to <br />finish the AUAR Updating process. The completion of an update of an AUAR is <br />detennined by the RGU and is not required by the EQB. However, an AUAR is a <br />more comprehensive look at environmental impacts witl�in the entire redevelopment <br />area. If development occurs in a parcel-by-parcel basis and not by a master <br />developer, individual projects may not meet the thresholds that trigger a required <br />environmental assessment or if they do, will examine project specific impacts rather <br />than cumulative impacts. <br />The City has already invested in updating this document. If an AUAR Update is not <br />adopted as the environmental review document for the area, the City cannot recover <br />its costs from developers who use it as a substitute form of environmental review. <br />(The EQB allows for RCTUs to recoup its costs for the preparation of an AUAR from <br />those undertaking projects within the AUAR area.) <br />�3. Eliminate Scenario IB from the AUAR Upc�at�: If there are no known development <br />scenarios, an RGU is only required to submit one development scenario—the <br />scenario in accordance with the RGU's comprehensive plan. As there are currently <br />no known development plans for the Twin Lakes AUAR area, the City could <br />eliminate Scenario ��3 from the current draft Final AUAR Update and still meet the <br />EQB requirements. Under the "warst-case'° scenario analysis for traffic Scenario lA <br />consistently generated more PM trips than Scenario lB, which informed the traffic <br />study and modeling for the area. Scenario l� did have greater impacts on water <br />consumption and wastewater generation as there was a greater number of housing <br />units, which use more water than office or service-mix uses. Water and wastewater <br />impacts were generated using Scenario 1I3 and if that scenario is eliminated the <br />Page 2 of 4 <br />
