City Council Study Session —11120/0G <br />DRAFT Minutes � Page 3 <br />for domestic-related cases in Roseville; and volume of cases <br />handled for the City of Roseville. <br />Considerable discussion was held regarding domestic violence <br />and the call intervention line to expedite access for victims and <br />coordination with a legal advocate. <br />Ms. Beckman encouraged individual Councilmembers to visit <br />the Law Enforcement Center or the Maplewood District Court; <br />and if notified ahead of time, volunteered to have her staff <br />provide a tour of either facility. <br />Mayor Klausing thanked Ms. Beckman and staff for their <br />informative presentation. <br />3. Discuss Public Policy Issues on the Westwood Village I <br />Petition for a Housing Improvement Area <br />Housing � Redevelopment Authority (HRA) Executive Director <br />Cathy �apon� Bennett provided a written summary of the public <br />policy issues regarding providing assistance for housing <br />improvements and responded to Councilmember questions and <br />comments regarding the City's ability to establish a Housing <br />Improvement Area (HIA) per statutory authority. <br />Ms. Bennett advised that the Building Inspector had visited <br />Wesiwood Village I earlier that day and taken pictures, and <br />would provide a written report in the near future. Ms. Bennett <br />introduced Ms. Sue Shay, President of the Board of Directors at <br />Westwood Village I, who also resided in the Townhorne <br />complex. <br />Ms. Shay discussed the existing cedar siding and its <br />deterioration; proposed materials for futur� siding; costs of the <br />Interim City Manager and Finance Director Chris Miller <br />Ms. Bennett discussed the requirements of the petition for <br />improvement and HIA provisions; number of units supportive of <br />the proposed HIA; and forthcoming Building Inspector <br />recommendations for the complex. <br />Discussion included longevity of the "hardy board" siding; <br />Discussion <br />Public Policy Issues <br />"'�'estwopd Village I <br />Petition for a HIA <br />
