City Council Study Session — ��1201�& <br />DRAFT Minutes - Page 2 <br />provided detailed suggestions for boot operators; and <br />expressed concern that new employees were not receiving <br />adequate training. Mr. Olson also provided suggestions to <br />address other technical deficiencies in broadcasting the <br />meetings; as well as suggestions for additional cameras in <br />the Council Chambers. <br />Mayor Klausing asked Mr. Olson to submit his written <br />report to the City Manager's office for staff review and <br />response. <br />B. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided comments on the AV operations; <br />questioning the qualifications of those operating the <br />technical equipment; and encouraged the City Council to <br />bring in an expert. <br />Mr. Kysylyczyn expressed concern for the City Manager <br />hiring and selection process; and opined that it had been a <br />"disastrous process" due to lack of Council leadership and <br />management. <br />2. Receive an Update on the City's Prosecution Services Prosecution <br />Mayor Klausing introduced City Prosecutor Caroline Bell Services Update <br />Beckman. <br />Ms. Beckman, and staff including Ms. Kerry Quinn (Liaison <br />with local business owners handling theft and other property <br />crimes); Mike Gaggun (Liaison for Administrative Offense <br />Calendar for the new Ramsey County District Court in <br />Maplewood); Jim Erickson (a new Associate with the firm); and <br />Linda Wikoff, (Roseville's Advocate �rom the Tubman Family <br />alliance handling domestic abuse cases) each reviewed various <br />aspects of their work with the City and area Police Departments <br />in prosecuting criminal offenses for the City of Roseville. <br />Discussion included affects of domestic abuse cases in the entire <br />community; child endangerment; squelching sexual activity at <br />restrooms in Rosedale Mall; DVVT forfeitures and revenue <br />received by the City; trends of DWI's with new legislation; <br />percentage of cases going to court; impressive prosecution rates <br />
