[i Consider a resolution for a residential lot split moratorium in order to conduct a study of the <br />positive and negative impacts of splitting or otherwise affecting single-family residential lots <br />in a manner that results in a greater housing density on those lots. <br />�.� BACKGROUND: <br />__ l The City of Roseville has been asked to consider three minor subdivision applications <br />(Foreman, Stafne, and Muell�r} in 2006 that requested to split existing single-family <br />residential parcels into two or more lots. <br />., ., <br />�.� <br />,� <br />Nearly all of these applications generated concern from neighboring property owners as well <br />as Planning Commission and City Council members. <br />As such, the City Council has requested the Community Development staff begin to <br />undertake analysis on single-familyresidential lot splits. <br />?.� At the November 20, 2006 City Council Study Session, staff presented a memo highlighting <br />some of the positive and negative impacts of retaining or amending the existing policies, <br />ordinances and codes governing single-family lot splits. <br />�.�5 <br />�.� <br />?.� <br />�.1� <br />At that meeting, the City Council directed legal staff to draft an ordinance that would <br />effectivelyplace a moratorium on splitting or otherwise affecting single-family residential <br />lots in a manner that results in a greater housing density on those lots until a study is <br />concluded on the impacts of such actions. <br />That draft ordinance is attached for review and consideration and notice of a public hearing <br />to consider the moratorium has been properly advertised in accordancewith Section 108.01 <br />of the Roseville City Code. <br />City staff has received one written comment (attached) requesting that their property at 3008 <br />and 3010 Cleveland Avenue be exempted from any moratorium. <br />SUGGESTEDACTION: <br />.� _ 1 Consider an Interim Ordinance for a residential lot split moratorium in order to conduct a <br />study of the positive and negative impacts of splitting or otherwise affecting single-family <br />residential lots in a manner that results in a greater housing density on those lots. <br />SF Lot Split Moratorium <br />
