Mr.
Miller detailed several proposed fee adjustments, following staffs
review of direct and indirect costs for regulatory and
administrative functions:
Fee T e 2006 Current Fee 2007 Proposed Fee
Co in char es $0,101 a e $(}.251page
Erosion Control As referenced in As referenced in Staff
Staff Re ort Re ort
Park Dedication — residential $1,qaQAQlunit $2,00O.00/unit
Building&Developmentfees As referenced in As referenced in Staff
Staff Re ort Re ort
Further recommendations of staff were detailed in the staff report
dated December 4, 2006; with staff available to respond to
Council questions specific to their departments.
Mayor Klausing expressed concern about the proposed doubling
of Park Dedication fees for residential units; as well as concerns
about how those fees were calculated. Mayor Klausing noted
previous discussions regarding the transparency of taxes versus
fees.
Parks and Recreation Director Lonnie Bro1e advised
Councilmembers that the Parks and Recreation Commission had
held substantial discussion; noted that the original fee of $500 had
been enacted in 1989, and the current fee of $1,000, following
comparison with area cities, had been increased in 2003. Mr.
Brokke further advised that since that time, additional research on
similar-sized communities had been done, and the recommended
$2,000 fee reflected that research.
Discussion included those area cities used for comparisons
purposes; 2005 survey comparisons; and whether commercial
park dedication fees should be increased in addition to residential
fees.
Councilmernber Ihlan noted that this was the first time the City
Council had been made aware of the proposed park dedication
fee, and opined her preference for additional information to ensure
the City was raising the fee to the right amount.
