On December 20,2004, the Council continued this issue to January 10, 2005 pending further <br />investigation of a new Parkway design which was discontinuous (was broken into 2 separated <br />portions). Staff was directed to review this possibility with the developer. In t�.u�, city staff reviewed <br />the traffic impacts with trafiic engineers SRFe Steve Wilson and County Engineer Dan Soler. <br />Attached is a report from SRF and comments from Dan Soler. In their judgment, the proposal to cut <br />the parkway into two separate sections does the following: 1) creates negative changes in the traffic <br />impacts and the AUAR configuration; 2) places mare traffic on Fairview and D; 3) eliminates a <br />reliever to County C and puts mare traffic on County Road C, requiring new double left <br />coniigurations; 4) creates too many Twin Lakes internal trips which must enter and exit County C; <br />5) changes to Arthur Street making it a right-in, right out entrance; and, � makes it doubtful that the <br />separated parkway would be eligible far municipal state aids to the City. In summary, staff and <br />consultants recommend retaining a continuous parkway ituu� Cleveland to Lincoln to Snelling. Also <br />attached ate comments {Ol/05/05) from Tim Whitten, Rottlund, regarding toad placement. <br />i.0 REOUEST: <br />1,1 Rofflund Homes, Master Developer for Twin Lakes, proposes an 80 acre development <br />consisting of 30 acres of residentialuses (730 units), 10 acres of office uses (221,000 square <br />feet of building), 30 acres of retail and restaurant uses ���,� square feet of building), and <br />10 acres of new road right of way and ponding�public area. In order to complete this plan, <br />an amendment to the master site plan is required. Also, Rottlund is seeking approval of a <br />concept PUD, Preliminary Subdivision Plat and Rezoning and, at a later date, vacation of <br />certain city rights of way.
