�.� SUMMARY of STAFF COMMENTS : <br />�. L The submissions for Concept PUD, Rezoning, and Preliminary Plat and Subdivision are <br />complete. The Master Developer has proposed a mix of land uses consistent with the <br />Comprehensive Plan's designation of Mixed Use Business Park. Therefore no change is <br />proposed for the " B P(Business Park) land use designation. The existing Master Site <br />Plan must be amended and refined to reflect proposed uses (a change from a medical\ <br />office�retail�residential complex to an office�retail�residential neighborhood) but the <br />proposal is consistent with the Business Park designation. Because of the proposed <br />overall reduction in building, traffic and j ob density, the 2001 AUAR environmental <br />maximum thresholds will not be exceeded with this rearrangement and change in land <br />uses from underused and contaminated industrial uses to a new neighbarhood while <br />cleaning up the soil contamination and correcting surface water run off issues. The staff <br />recommends approvals with conditions. <br />3.� RECOMMENDED �►�TI�NS (bv motions): <br />3. L Approve of an Amendment to the Master i�� Plan to allow for the Rottlund site <br />plan. <br />3.? Approve of the Preliininary Plat and Subdivision creating public roads and parks, <br />trails, pond improvements, and buildable lots for the retail, office, and townhome areas. <br />3. � Approve a first reading of an Ordinance Rezoning the Twin Lakes Phase 1 parcels <br />to a PUD with an underlying zoning of B-6, with conditions. Zoning change effective <br />only after all approvals and land sale have been completed. <br />�.� Approve, with conditions, Twin Lakes — Rottlund Properties General Concept and Site <br />Plan for PUD. <br />Note: A preview of future actions nceded � the Council approves tl�e action recommended above <br />include: <br />1. Rottlund must prepare far City Council consideration: a final site plan; development plan; PUD <br />documents, requirements, and specifications; right-of-way vacations (hearings by the Planning <br />Commission). <br />2. A Subdivision and Public Improvement Construction Plan and Agreement must be completed. <br />3. Rottlund must demonstrate � March, 2005 how it is complying with the requirements of the <br />existing Contract far Exclusive Negotiations. <br />4� City Council and Rottlund must agree to a terms sheet as a basis far negotiating a Redevelopment <br />Agreement (expected to be completed befare March, 2005 by staf�. <br />5. After a separate set of notices and hearings, Rottlund must request and City Council must approve <br />a removal of un-redeveloped parcels from of the existing'iIF # ll district, creation of a new TaY <br />Increment Financing District and creation of a Hazardous Substances Sub District.(estimate: by <br />June - July 2005) <br />6.
